Directory Listings

Under the Universal Service and User’s Rights Regulations S.I. No 308 of 2003 Regulation 4(3) the Universal Service Provider is required to keep a record (known as the National Directory Database (NDD)) of all subscribers of publicly available telephone numbers in the state, including fixed, personal and mobile subscribers who have not refused to be included in that record. The USP must also provide a comprehensive directory of consumers based on data that is provided to it and make it available to all consumers. This must be updated annually. Under Regulation 21(1), subscribers to a publicly available telephone services are entitled to one free listing in the directory and directory enquiry services.

There is a regulatory requirement on all operators who assign telephone numbers to subscribers to record in the NDD the details of subscribers who have not refused to be to be included in the NDD, this may include a listing in the directory and/or with directory enquiries.
