ComReg’s forward-looking programme monitors technological and market innovations occurring in the telecoms sector and considers how they may impact market development in Ireland.  The programme examines the potential issues arising so that we can assess and plan how our regulatory measures should evolve in the future, with a view to facilitating innovation and helping the Irish telecoms sector develop.  The programme typically looks at emerging issues 2 to 5 years out.

The forward-looking programme consists of several key elements:

The Briefing Note Series: a series of information documents, primarily on technology developments

The Forward-Looking Programme Steering Panel

ComReg convenes a panel of senior-level advisors to help guide and assist the forward-looking programme.  The panel meets in a workshop setting two to three times a year to review and help develop work carried out under the programme, to propose new topics to be addressed, and to draw attention to potential new issues. The workshops are chaired by Mike Byrne.

The Briefing Note Series

The forward-looking programme’s Briefing Notes deal with emerging technologies, issues and related innovations that could potentially have significant impacts on the future shape and direction of the telecoms sector.  Although the notes sometimes deal with complex, technical topics, the intention is to inform readers who are broadly familiar with telecommunications, but who may not have technology backgrounds.  The principle purpose of these notes is to help ComReg develop its work programme and take well-informed decisions.  Some Briefing Notes however fulfil a wider role in creating awareness, developing interest and, in some cases, stimulating innovation around new or evolving technologies.

Briefing notes have been published on a wide range of topics in the areas of telecoms networking, wireless communications, and emerging applications and services

Strategic Review and Scenario Analysis

One of the roles of the FLP is to help provide ComReg with strategic analysis relating to emerging issues and the development of the Irish telecoms sector. This is primarily done through the use of tools such as scenario analysis and road-mapping. This workstream involves incorporating input from external stakeholders, including the FLP steering panel. The FLP is also used as an input into other ComReg projects and work-streams where forward-looking strategic analysis is needed. Previous work is outlined below:

The Forward-looking Strategic Review of the Irish Telecoms Sector

As part of the Strategy Statement 05-07 process ComReg issued a consultation in March 2005 titled ‘The Forward-looking Strategic Review of the Irish Telecoms Sector’. This major review carried out under the forward-looking programme looks at trends and market developments in the telecoms sector in Ireland in the period up to 2010. The review examines trends in next generation networks, voice over internet protocol, and fixed-mobile convergence set in the context of the current regulatory environment. Scenario analysis was used to illustrate the potential impact of emerging trends, and a background study of the development of the telecoms sector in Ireland over the past 10 years was also included. Interested parties were invited to comment on emerging trends in the sector as well as the future role regulation. This process was followed-up with a series of bi-lateral meetings with key stakeholders in the Irish telecoms sector.
