The release of 2.3 GHz spectrum in Ireland

ComReg has a statutory obligation to ensure the effective management and efficient use of the radio spectrum in Ireland. With that obligation in mind, ComReg promotes competition in the provision of electronic communications services across all platforms. Spectrum below 4 GHz is considered optimal for the provision of mobile wireless services to consumers. ComReg has identified that the 2300- 2400 MHz (2.3 GHz) band can play an important role in facilitating the deployment of high speed broadband services to consumers within Ireland and has taken a number of steps to release this band in Ireland.

In June 2009, ComReg published its first consultation ComReg Document 09/49 on this matter to which twenty respondents made submissions ComReg Document 09/76s.

In October 2009, ComReg published its response to consultation ComReg Document 09/76 which clarified ComReg’s position on certain issues and other areas where further consideration is required.

Next Steps:

In March 2010, ComReg held a briefing session regarding the release of 2.3 GHz spectrum in Ireland. ComReg published all material presented and discussed at this briefing in ComReg Document 10/30.

ComReg plans to publish a further consultation on 2.3 GHz in mid 2010 and it is envisaged that the award and licensing of this spectrum is expected to be completed in this calendar year.
