Maureen is the Principal of MON Legal Consulting, a boutique law firm that specialises in competition and regulatory law.  She has over 25 years’ experience and is a recognised expert in her field, with particular expertise in the areas of communications and media regulation.  Maureen started her career working for international law firms in London and Brussels, and in 2008, joined one of Ireland’s leading law firms in Dublin.  She launched her own firm, MON Legal Consulting, in 2018.  Throughout her career, Maureen has been involved in many high-profile competition and regulatory cases before the European Commission and national regulatory authorities in Ireland, the UK and Europe, as well as significant litigation before the European General Court. Maureen was appointed as an Adjudicator by the Minister on 23 February 2024 for a term of 5 years and, on 16 April 2024, was appointed by the Commission for Communications Regulation as Chief Adjudicator for the period to 22 February 2027.

Geraldine is a Consultant at Gleeson McGrath Baldwin LLP, Solicitors, in Dublin, where she practises in the areas of litigation and intellectual property. She is a former Chair of the Professional Ethics Committee of the International Bar Association and has served as a Board member of the Irish Financial Services Appeal Tribunal. Geraldine served as a member of the Legal Services Regulatory Authority from 2016 to 2024. She is a past President of the Law Society of Ireland. Geraldine was appointed as an Adjudicator by the Minister on 23 February 2024 for a term of 5 years.

Barry is a practising barrister, specialising in EU law and public law. Previously, he worked for the European Commission Legal Service (including work on competition law and telecommunications). He was Senior Legal Adviser to the Office of the Director of Telecommunications Regulation (later ComReg) in 2000-2002. Between 2008 and 2018 he was a part-time member of the Board of Appeal of the European Chemicals Agency. Barry was appointed as an Adjudicator by the Minister on 23 February 2024 for a term of 5 years.

Paul is a senior consultant with solicitors Mason Hayes & Curran LLP. He is a founding member and current Chair of the statutory Company Law Review Group, and a former member of the Irish Takeover Panel and the Irish Stock Exchange’s regulatory committees. He is a member of the Council of the Law Society of Ireland and a former Chair of its Complaints and Client Relations Committee. Paul is the author of several legal textbooks including Irish Securities Law (Bloomsbury Professional, 2021) and Irish Corporate Procedures (Jordan Publishing 2007). Paul was appointed as an Adjudicator by the Minister on 23 February 2024 for a term of 5 years.

Isolde was chairperson of the Irish Competition and Consumer Protection Commission (CCPC) from 2014 to 2021, and of one of its predecessor agencies, the Competition Authority, from 2011 to 2014. Prior to that she was Commissioner (2002-2006) and Chairperson (2004-2006) of ComReg. She is currently chair of the Central Bank of Ireland’s Consumer Advisory Group, a non-executive director of the Northern Ireland Utility Regulator and a board member of Trinity College, Dublin. Isolde was appointed President of the International Institute of Communications in 2024. Isolde was appointed as an Adjudicator by the Minister on 23 February 2024 for a term of 5 years.

Paul completed degrees in economics at the University of London and Queen’s University, Canada. He pursued a career as researcher and policy advisor at the Economic Council of Canada, the Northern Ireland Economic Council, and the Economic and Social Research Institute and as a regulator at the Competition Authority.  Paul was also a member of the Council of the Pharmaceutical Society of Ireland and is currently a member of the Regulatory Decisions Panel of the Central Bank of Ireland.  He has published extensively on regulation and competition law and policy. Paul was appointed as an Adjudicator by the Minister on 23 February 2024 for a term of 5 years.

Rick has had a varied career in the voluntary sector, film/tv industry, media regulation and consumer advocacy. Currently he is Chairperson of Ofcom UK Communications Consumer Panel. Independent member of the Strategic Panel for Non-Domestic Water UK. Former roles have included: Chairman of Northern Ireland Screen Commission , Chairman of the General Consumer Council for Northern Ireland, a member of Consumer Focus UK Board and Chairman of the Scottish Government Consumer and Competition Working Group. Deputy Chairperson of the Independent Press Standards Organisation UK. Rick was appointed as an Adjudicator by the Minister on 23 February 2024 for a term of 5 years.

John’s career spans more than 30 years in IT, Telecommunications and Media. He is a Non-Exec director and has held senior roles at board, CXO and Director level in mobile and fixed operators, large corporates, start-ups and technology research hubs around the world. Since 2000 John has run his own business & technology advisory and consultancy practice and has advised on multiple large wireless & fixed infrastructure projects around the world. John was appointed as an Adjudicator by the Minister on 23 February 2024 for a term of 5 years.

Johan spent most of his career working in the digital, telecoms and transport sector including more than 15 years as a leader in competition and sector specific regulation having been the director of regulation (telecommunications, post, transport) and competition at the Authority Consumers and Markets (and one of its predecessors OPTA) in the Netherlands. He was also a member of BEREC, the EU body of regulators. Johan also spent 4 years at Meta as a director of Connectivity and Access Policy in the EMEA region. Johan, who holds an MSc in Econometrics from the University of Amsterdam, currently is a senior advisor at Oxera LLP. Johan was appointed as an Adjudicator by the Minister on 23 February 2024 for a term of 5 years.

Marie is a highly experienced telecommunications executive with over 25 years at Ericsson, where she held various executive positions in Sweden, Ireland, Kenya, and Romania. Extensive international exposure has honed her strategic leadership skills and understanding of global markets. Marie is an Internationally Certified Board Director, a Fellow of the Chartered Institute of Management Accountants and a Business Graduate from the University of Limerick. Since 2022, she has served on the AICPA board, contributing her expertise to the audit and finance committee and CIMA Council. Marie’s wealth of experience and strategic foresight make her a driving force in the telecommunications industry. Her leadership continues to shape the industry’s future, driving sustainable growth and innovation. Marie was appointed as an Adjudicator by the Minister on 23 February 2024 for a term of 5 years.

Fred is a practising solicitor and managing partner of FP Logue LLP, a firm specialising in public law litigation. Dr Logue holds a science degree from University College Dublin, a PhD in physics from Trinity College Dublin and diplomas in arbitration law and judicial skills and decision making. Dr Logue is a member of the Institute of Physics and the Institute of Environmental Management and Assessment. Fred was appointed as an Adjudicator by the Minister on 23 February 2024 for a term of 5 years.

Laura is a qualified solicitor with over 15 years’ experience of advising on complex competition law and regulatory matters in Ireland and the UK.  She completed her Bachelor of Laws degree at the University of Bristol and pursued a legal career as a competition law specialist, first, in London and, later, in Ireland.  She began her career at the international law firm, Freshfields Bruckhaus Deringer, and was later a Senior Associate at Baker McKenzie.  Since moving to Ireland in 2014, Laura acted as a legal advisor to the Commission for Communications Regulation and, from 2015, to the Competition and Consumer Protection Commission.  As Deputy Director of the CCPC’s Legal Services Division, she established and led the Competition Unit until her departure in late 2022.  Laura qualified as a solicitor in Ireland in 2015 and in England & Wales in 2008. Laura was appointed as an Adjudicator by the Minister on 23 February 2024 for a term of 5 years.

Dermot trained as an economist, completing Masters and Doctorate degrees at Yale University before teaching at the University of London. He was CEO of Ofgem, the UK energy regulator, from 2014-2020, and also chaired the UK regulatory network (the umbrella organisation encompassing all of Britain’s economic regulators). Prior to this, he was Executive Chair of the Irish energy and water regulator, CRU. He has also worked in competition policy and telecoms regulation. He is currently a Senior Advisor at Fingleton where he helps business leaders navigate strategic regulatory and competition challenges, particularly in regulated industries. Dermot was appointed as an Adjudicator by the Minister on 23 February 2024 for a term of 5 years.

Carol is a retired solicitor having been a highly respected commercial litigator of over forty years standing. She has extensive experience in advising sector-specific regulators, advised a number of state regulators (both in Ireland and overseas) and over the years acted in several precedent setting regulatory and competition law cases.  She advised extensively on public procurement and related regulatory disputes, statutory appeals and judicial review in the fields of aviation, telecommunications, broadcast media, advertising and marketing.  She also has expertise in intellectual property disputes, representing many international companies in defence of their rights in Ireland, advising as well on the allied areas of advertising and promotion of products. Carol contributed to the Regulatory Law Professional Practice Handbook, the Intellectual Property Law Professional Practice Handbook and the Business Law Handbooks published by the Law Society of Ireland. She lectured widely on regulatory law and intellectual property. Currently she sits on the Law Society Skillnet solicitor training network, is a consultant to the Law Society Education Committee and is a member of the Foundation Board of the RDS. Carol was appointed as an Adjudicator by the Minister on 23 February 2024 for a term of 5 years.

Declan progressed through a range of management positions in the Department of Enterprise, Trade and Employment for over 20 years. In 1998, he joined the Irish Competition Authority as a Member/Director and in 2010 he was appointed as (Executive) Chairperson of the Authority. Declan was appointed as an Adjudicator by the Minister on 23 February 2024 for a term of 5 years.
