The review covers five types of NGNs (1800, 1850, 1890, 0818, and 076)\u00a0which are used to provide telephone services such which are used to provide telephone services such as charity helplines, telephone banking and customer services.<\/p>\n<p>In its first consultation, ComReg set out its preliminary view that\u00a0certain\u00a0issues with the NGN platform, as currently structured, are resulting in consumer harm, particularly:<\/p>\n<ul>\n<li>retail tariffs for NGN calls are not sufficiently transparent and consumers often do not know, or are unable to estimate, the likely cost of a call to an NGN;<\/li>\n<li>many consumers do not understand the differences between the five classes of NGNs; and<\/li>\n<li>retail tariffs for NGN calls can be high, particularly for NGN calls made from mobile phones, and because most NGN calls are not included in consumers\u2019 \u201cbundles\u201d of call minutes.<\/li>\n<\/ul>\n<p>It would appear that a significant number of\u00a0consumers are\u00a0deterred from calling NGNs,\u00a0or else\u00a0they call them\u00a0reluctantly and only where necessary (i.e. where they have no other option). ComReg remains of the view that this\u00a0is\u00a0to the detriment of\u00a0consumers generally and, in\u00a0particular, to those who may be\u00a0financially\u00a0and\/or\u00a0socially\u00a0vulnerable.
