The Strategy and Economics function resides within the Commissioners’ Office and the principal areas of responsibility are:
• The Strategic Planning process;
• Research;
• Data Governance;
• Economic Advice and professional leadership of economics; and,
• International Activities.
Reporting to the head of Data Strategy and Analytics, the Policy Analyst will assist in the analysis of various policy and regulatory issues relevant to ComReg’s role. They will also support ComReg’s various business functions in developing best practice in the areas of responsibility within Strategy and Economics.
Given the nature of the role in analysing policy and regulatory issues, a specific focus will also be on the management, processing and analysis of data and in supporting the wider organisation in adopting best practice in these activities through a defined Data Strategy framework. The Policy Analyst will support the head of Data Strategy and Analytics in this regard. The Analyst may be involved in specific key projects being led by the Director for Strategy and Economics and other projects relating to ComReg’s various activities.
Role Responsibilities
• Deliver high quality policy and research outputs, involving the use of quantitative analysis techniques, policy analysis, data collection and analytics, document reviews and presentations;
• Lead the planning and implementation of various projects, including developing project plans, monitoring project progress and updating with project stakeholders;
• Support various projects by contributing to various organisation-level regulatory policy issues, primarily by participating in cross-Divisional projects and meetings led by the Director for Strategy and Economics;
• Manage various research projects and resources, including the preparation of Terms of Reference, evaluation of proposals from external economic consultancies and acting as a point of contact for ComReg staff seeking to access research services;
• Provide guidance and assistance to other business teams in developing appropriate analysis and analytical capabilities for use in regulatory decision making; and
• Ensure appropriate processes are in place for data collection, validation, analysis and reporting in line with ComReg’s various data standards and policies.
Additionally, the Analyst will play a key role in supporting the Director of Strategy and Economics in meeting the objectives of the function.
