ComReg Overview
ComReg is the statutory body responsible for regulating fixed and mobile communications, postal and premium rate services in Ireland since 1997. Our mandate is to create a competitive marketplace, to protect and inform consumers, and to encourage innovation.
This is an exciting time of growth for ComReg as we are shortly to be given new responsibilities from Government covering digital matters arising from EU legislation that includes: the 2022 Network and Information Systems Directive (NIS2), the Critical Entities Resilience (CER) Directive – addressing cybersecurity and network resilience – plus the EU Data Act Regulation, and the European Accessibility Act (EAA).
We are a professional, multi-disciplinary organisation, operating in a dynamic electronic communications environment that is constantly evolving.
While the role of regulation is evolving, our fundamental mission remains the same. ComReg aims to facilitate the development of a competitive electronic communications sector in Ireland attracting investment, encouraging innovation and empowering consumers to choose and use communications services with confidence.
Wholesale Division
The Wholesale Division within ComReg works to progress competition in electronic communications markets. Specifically, it analyses markets, introduces regulation with a view to improving levels of competition and reducing barriers to entry, and monitors compliance with market regulation.
The Pricing Team
Within the Wholesale Division, the Pricing Team is responsible for setting and monitoring price controls for regulated products in the telecoms and broadcasting sectors. We also monitor regulated activities through the review of Separated Accounts. Our objective is to assist ComReg in creating a high-quality best in class connectivity (broadband and voice) to everyone in Ireland.
Pricing projects are conducted in multi-disciplinary project teams and require setting out in detail any relevant price controls and associated rationale in public consultations and decisions. Projects also require developing, implementing and monitoring pricing/cost models and methodologies, often including external consultants.
