Analyst – Postal Policy & Analytics

ComReg Overview

ComReg is the statutory body responsible for regulating fixed and mobile communications, postal and premium rate services in Ireland. Our mandate is to create a competitive marketplace, to protect and inform consumers, and to encourage innovation. ComReg also manages Ireland’s radio spectrum resource on behalf of the State.

This will be an exciting time of growth for ComReg, as our mandate expands and we take on new statutory responsibilities arising from EU legislation including: the Network and Information Systems (NIS2) Directive, the Critical Entities Resilience (CER) Directive – addressing cybersecurity and network resilience – together with the EU Data Act and the EU AI Act.

While our regulatory role is evolving, our fundamental mission remains the same. ComReg’s mission is to implement effective regulation that supports the delivery of widespread, modern, and resilient digital infrastructure, including communications networks, products, and services which, ultimately, benefit users.

 

The Postal Regulation Team

ComReg is the regulator of postal services and the universal postal service in Ireland. Our mandate comes from a European Directive transposed into Irish law; this sets out what the postal regulation team is required to do.

Given the wide remit of postal regulation, our team consists of 5 specialists with different skills in operations, consumer protection, policy, accounting and analytics collaborating to achieve ComReg’s postal regulatory requirements and objectives.

 

Role and Responsibilities

Reporting to the Postal Policy and Analytics Manager, the successful candidate will have responsibility for:

Assisting on postal regulatory policy in Ireland informed by Irish and European developments:

  • Assisting on market research/surveys, in particular as relates to universal postal service provision and reasonable needs of users to inform policy
  • Drafting consultations and assessing responses for recommendations on policy decisions
  • Representing ComReg on applicable European Postal Regulators Group Working Groups.

Assisting on the following statutory requirements:

  • Evolving the Universal postal service specification, as relevant, to ensure it meets the reasonable needs of users
  • Compliance reviews of Tariff requirements, Terminal dues requirement
  • Compliance review of universal postal service accounting obligations
  • Net cost and financing of provision of universal postal service, if submission made by universal postal service provider
  • Postal levy requirements, implementation and returns by postal service providers
  • Services of General Economic Interest accounting and cost allocations.

Contributing to the use of data analytics to draw insights for postal regulation:

  • Submissions and engagements associated with Cross Border Parcel Regulation, in particular on pricing and volume reporting.
  • Submissions and engagements associated with postal statistics for European Commission
  • Financial and cost data on the provision of the universal postal service
  • Engagement with Retail Data Insights Specialist as and when required

Provide assistance and advice to other projects as they arise within the Postal Team and Retail and Consumer Services Division.

Qualifications & Experience:

Essential Qualifications & Experience:

  • A relevant third level degree in accounting, regulatory finance or economics, or equivalent.
  • Work experience in an area directly relevant to the responsibilities as set out in this job description.
  • User of data analytics software and business intelligence tools (such as PowerBI).

Desirable Qualifications & Experience:

  • Relevant experience and/or knowledge of postal / logistics
  • Experience working in a regulatory environment, whether in a regulated entity, other regulator, consultancy
