ComReg is the statutory body responsible for regulating fixed and mobile communications, postal and premium rate services in Ireland since 1997.
Our mandate is to create a competitive marketplace, to protect and inform consumers, and to encourage innovation.
This is an exciting time of growth for ComReg as we are shortly to be given new responsibilities from Government covering digital matters arising from EU legislation that includes: the 2022 Network and Information Systems Directive (NIS2), the Critical Entities Resilience (CER) Directive – addressing cybersecurity and network resilience – plus the EU Data Act Regulation, and the European Accessibility Act (EAA).

Retail & Consumer Services Division
Our Retail and Consumer Services Division has several different functions including Consumer Care, Consumer Policy, Retail Compliance, Consumer Engagement, Universal Service, Legal and Alternative Dispute Resolution, and Postal. The Division is at the forefront in protecting, informing and empowering consumers so that they can choose and use communications services with confidence. The Division gathers data from a variety of sources for analysis and evidence based regulatory decisions.
Role and Responsibilities
Reporting to a Senior Manager in the Retail and Consumer Services Division, you will be a subject matter expert partnering with all teams across the Division:
Provide technical expertise and support on data use, analysis and insights within the Division.
Understand, document and track the existing data use and data requirements of the Division.
Lead the development of data templates, data dictionaries, data import, data validation, data analysis/reporting for data received from regulated entities or other external organisations.
Utilise analytical and data intelligence visualisation tools (PowerBI, ArcGIS) to enable and strengthen evidence based regulatory decisions.
Recommend and develop improvements to data input, validation, analysis, and reporting by the Division and assist with the implementation.
Understand and document existing ComReg data gathering and governance processes, particularly regarding personal and confidential data, and recommending and developing any improvements.
Advocate for and represent the Division on engagements with external providers, stakeholders and/or internal IT services team on data use and projects.
Partner with teams in Retail to develop reporting of data including creating charts, insights, and interactive visualisations which may include publication of non-confidential data.
Partner with data specialists across ComReg using the latest data analytics tools and techniques.
Advocate for and represent the Division on cross divisional teams related to data use and development.
Represent the Division on data use engagements with external stakeholders.
Stay up-to-date with data trends, innovations and best practices and assess for recommended use within the Division.
Qualifications & Experience:
Essential Qualifications & Experience:
Qualification in data analytics/science, computer science, or other relevant qualification;
Data processing and data analytics experience, including use of data templates and dictionaries;
Advanced Microsoft Excel user;
Advanced user of data analytics software and business intelligence tools (such as PowerBI/Qlik) and developing dashboards;
Excellent communication skills, both verbal and written.
Desirable Qualifications & Experience:
Experience of Structured Query Language (SQL);
Experience with ArcGIS;
Experience with statistical data programming (e.g. R & Python);
Experience in in website and application data analytics e.g., google analytics, Matomo.
