Policy Analyst – Spectrum International

ComReg Overview

ComReg is the statutory body responsible for regulating fixed and mobile communications, postal and premium rate services in Ireland since 1997.

Our mandate is to create a competitive marketplace, to protect and inform consumers, and to encourage innovation.

This is an exciting time of growth for ComReg as we are shortly to be given new responsibilities from Government covering digital matters arising from EU legislation that includes: the 2022 Network and Information Systems Directive (NIS2), the Critical Entities Resilience (CER) Directive – addressing cybersecurity and network resilience – plus the EU Data Act Regulation, and the European Accessibility Act (EAA).

Division Overview 

Market Framework 

Within ComReg, the Market Framework Division is responsible for a number of ComReg’s regulatory functions, including:

  • The management of Ireland’s spectrum resource, which includes the assignment of radio spectrum and maintaining the integrity of Ireland’s radio spectrum by monitoring, compliance and enforcement activities.
  • Management of Ireland’s National Numbering Scheme
  • Evaluating the resilience, security and integrity of electronic communications networks and including compliance activities to ensure operators of electronic communications networks and services meet legal obligations with regard to security measures.
  • Conducting surveillance of relevant radio equipment devices to protect end users and inform them of the risks presented by purchasing non-compliant products.

The Spectrum International Unit

The role of the Spectrum International (“SI”) unit is to facilitate the harmonisation of the radio spectrum resource in international fora by:

  • Facilitating ComReg’s relationships and workplan at international radio spectrum management fora, such as the CEPT, the RSPG, BEREC and the ITU;
  • Managing the relationship in respect of spectrum management activities with the UK, EU member States and other countries / regions; and
  • Incorporating the information and knowledge from these relationships into the work of the Division (consultations, policy development, etc).
  • As a consequence of new strategic objectives and tasks this unit is currently expanding and is seeking a Policy Analyst with experience of the international spectrum environment and possessing a technical mindset

The Role and Responsibilities 

The Policy Analyst – International Spectrum Management will be expected to:

  • Assist ComReg to ensure the harmonisation of the use of the radio spectrum resource at the international level;
  • Support ComReg’s engagement with various Radio Spectrum Policy Group (RSPG), the Body of European Regulators for Electronic Communications (BEREC) and the Conference of European Post and Telecommunications (CEPT) work groups;
  • Develop a point of expertise for one or more radiocommunication services;
  • Develop a good technical knowledge within the field of radio spectrum management in support of ComReg’s strategic decision making;
  • Develop and maintain relationships, both formally and informally with management across the division to ensure international spectrum management aspects are taken into account in the work of the division;
  • Develop and maintain relationships, liaise with and influence National and International Stakeholders;
  • Provide input and support as necessary to the preparation and implementation of ComReg consultations and the development of authorisation regimes.

Please note that there will be an element of travel required as part of this role.

Qualifications and Experience required 

Essential experience/knowledge

  • A relevant qualification, meeting a minimum of level 6 award equivalent on the National Framework of Qualifications.
  • Excellent written communications skills with experience in drafting documents for use in spectrum management fora, or a directly related area;
  • Excellent analytical skills, with a solid practical background in the application of those skills, ideally within a regulatory and/or business environment;
  • Demonstrable interest in the role and function of radio spectrum management:

Desirable

Knowledge of spectrum management techniques and processes;

  • Experience in leading and/or supervising the delivery of projects;
  • Demonstrable experience in carrying out analysis of material relating to radio spectrum management and the processing of technical information. Such experience would ideally relate to wireless electronic communications technologies, networks and services, or another directly related area;
  • Specialist training / qualifications in a radio spectrum oriented domain; and
  • Knowledge of the structure, processes and procedures used by relevant spectrum management bodies and fora.

  • Salary €63,470.64 – €87,654.93* (entry will be at the minimum point and the rate of remuneration may be adjusted from time to time in line with Government pay policy.)
