ComReg Overview

ComReg is the statutory body responsible for regulating fixed and mobile communications, postal and premium rate services in Ireland. Our mandate is to create a competitive marketplace, to protect and inform consumers, and to encourage innovation. ComReg also manages Ireland’s radio spectrum resource on behalf of the State.

This will be an exciting time of growth for ComReg, as our mandate expands and we take on new statutory responsibilities arising from EU legislation including: the Network and Information Systems (NIS2) Directive, the Critical Entities Resilience (CER) Directive – addressing cybersecurity and network resilience – together with the EU Data Act and the EU AI Act.

ComReg’s mission is to implement effective regulation that supports the delivery of widespread, modern, and resilient digital infrastructure, including communications networks, products, and services which, ultimately, benefit users.

 

Division Overview

The Corporate Services Team

The Corporate Services Division develops and implements services to support corporate affairs and corporate communications so as to enhance organisational performance and effectiveness. It is a key function, supporting all other Divisions across ComReg in the areas of Human Resources, Health and Safety and Facilities Management, Finance and Procurement, Corporate Governance, Information Technology and Public Affairs and Communications. The Adjudication function is also located in the Corporate Services Division.

The Role and Responsibilities

Reporting to the Procurement Specialist, the Procurement Officer will help ensure compliance with procurement regulations and best practice across the organisation. While procurement processes are currently decentralised across the various Divisions within ComReg, the Finance & Governance Unit objectives are to ensure that each individual involved in procurement is aware of their responsibilities, can access relevant guidance documentation and templates and adheres to the organisation’s procurement policies and procedures.

The Procurement Officer will play an important role in ensuring the Finance & Governance Unit achieves these objectives.

 

Key areas of responsibility for this role will be:

  • Assist in the execution of the annual procurement operational plan
  • Provide assistance with the preparation of monthly reports for management on the activities of the procurement unit highlighting exceptional items and compliance indicators
  • Support the day-to-day procurement operations across the organisation including:
  • > Ensuring compliance with all procurement regulations
  • > Ensuring tender evaluations for high value procurement items are carried out in accordance with procurement rules
  • > Ensuring proper sign off of procurement documentation
  • > Ensuring publishing of notices on the etenders & OJEU
  • Participate in the ongoing collaboration with ComReg’s legal advisors on procurement matters
  • Assist with the preparation of a biennial Corporate Procurement Plan
  • Propose and contribute to initiatives to improve the procurement process including updating of internal procurement guidance documentation, enhancements to the organisation’s online procurement application
  • Assist with measures to ensure green public procurement practices are embedded into procurement processes
  • Assist with preparation of audit files and associated queries

 

There may be other general business support and administrative duties assigned to the successful candidate.

Qualifications and Experience

Essential

  • A National Certificate (or higher) in the area of Public Procurement or a related field such as; Certificate in Public Procurement (Level 6)
  • Solid experience of public procurement practice
  • Experience in using the etenders website
  • Experience in providing advice and guidance on procurement best practice
  • Excellent communication skills
  • Excellent Microsoft Excel, Word & PowerPoint skills

Desirable

  • A Project Management qualification
