The Commission for Communications Regulation (ComReg) is the statutory body responsible for regulating electronic communications, postal and premium rate services in Ireland. Market Framework Division and the Product Safety Unit

Market Framework is the division within ComReg which is responsible for Market Surveillance in respect of the Electromagnetic Compatibility(EMC) and Radio Equipment(RE) Regulations.

The Product Safety Unit within Market Framework is a market surveillance, product compliance and enforcement unit and has the technical expertise and capability to:

• Monitor and control the entry of relevant products into the State through engagement with relevant economic operators (including manufacturers, importers, distributors, wholesalers and retailers) and relevant State authorities (for example Revenue (Customs)).

• Carry out, product evaluations and risk assessments; and

• As appropriate, engage with the relevant economic operators to bring about timely and effective compliance, such as requiring corrective action, product withdrawal or product recall.

The role and responsibilities 

Reporting to the Product Safety Manager, the Product Safety Analyst will be responsible for the following areas and tasks:

• Investigating and managing multiple product compliance cases and following up, as appropriate, with economic operators to ensure that any actual or potential breaches are identified and appropriately addressed, including enforcement action.

• Conduct Market Surveillance activities on eCommerce platforms to assess compliance with the RED and EMC Regulations.

• Conducting Authorised Officer market surveillance activities on products being imported and or sold in the State to assess compliance with the RED and EMC Regulations.

• Controlling the entry of relevant products into the State through engagement with the relevant State authorities i.e. Revenue Customs etc.

• Developing and maintaining productive relationships with relevant stakeholders (such as other national and international Market Surveillance Authorities, EU Commission).

• Developing and implementing risk-based processes and procedures to ensure an effective and consistent approach to market surveillance and compliance activities.

• Carrying out, or engaging external consultants to carry out, evaluations of radio and electrical/electronic products against relevant standards, covering the requirements laid down in the RED and EMC Regulations.

• Manage EC notification systems such as ICSMS and RAPEX to coordinate the exchange of information between administrations with the EU market on non-compliance, and

• Representing ComReg at national and international fora (e.g. relevant EU meetings) and contributing to EU wide market surveillance campaigns.

• Manage external consultants, advisors and other resources to deliver projects.

This role will require some national and international travel, and the post holder should be willing to be flexible with regard to working hours.

Qualifications and Experience 

Essential 

• A third-level qualification from a technology, engineering or similar relevant discipline.

• Proven track record of delivering projects in a multi-disciplinary environment, including the scoping and delivery of such projects and the demonstration of resilience in keeping them on track.

• Experience of engaging and managing external advisors and other resources to deliver projects in a timely and cost-effective manner.

• Demonstrated ability to quickly master wide-ranging and complex briefs, assimilate large volumes of information and arrive at clear, evidence-based proposed decisions.

• Excellent communication, networking and influencing skills, with the ability to understand and express views.

• A current and valid full driving license.

Desirable 

• Knowledge of telecommunications, radiocommunication systems and radio frequency propagation.

• Familiarity with national and EU institutions, regulatory environment and/ or experience in the application of EU directives and regulations.

• Experience of risk management and risk-based enforcement and compliance.

• Experience in drafting documents for publication.

• Project management qualification/experience.
