ComReg Overview

ComReg is the statutory body responsible for regulating fixed and mobile communications, postal and premium rate services in Ireland. Our mandate is to create a competitive marketplace, to protect and inform consumers, and to encourage innovation. ComReg also manages Ireland’s radio spectrum resource on behalf of the State.

This will be an exciting time of growth for ComReg, as our mandate expands and we take on new statutory responsibilities arising from EU legislation including: the Network and Information Systems (NIS2) Directive, the Critical Entities Resilience (CER) Directive – addressing cybersecurity and network resilience – together with the EU Data Act and the EU AI Act.

ComReg’s mission is to implement effective regulation that supports the delivery of widespread, modern, and resilient digital infrastructure, including communications networks, products, and services which, ultimately, benefit users.

Divisional Overview

 

ComReg’s Wholesale Division is responsible for the regulation of certain wholesale electronic communications markets (fixed/mobile telecommunications, broadcasting transmission) in Ireland. ComReg is required to conduct periodic market reviews of such markets in order to assess the extent of competition within them and to decide whether regulatory intervention is required. The Division will impose obligations on any operator with market power obligations to provide access to its network to other operators. It also oversees the implementation of these obligations including using ComReg’s legal powers to enforce them.

Wholesale Products Team

The Wholesale Products Team functions incorporate detailed analysis of wholesale telecoms products and processes from a range of perspectives including from the perspective of technical specification, systems, processes, regulatory compliance, and market impact, all in support of the Wholesale Division’s objectives. These analyses are key inputs to ComReg decision making at both an Operational and Strategic level.

Role and Responsibilities

The successful candidate will both support the analysis of regulated markets and manage the data administration and evolution of an Industry infrastructure information portal.

Responsibilities include:

  • Overseeing the deployment, administration, management and evolution of a Single Information Point portal facilitating network providers through the provision of infrastructure information.
  • Scoping and executing on processes to ensure the smooth administration of the Single Information Point.
  • Engaging with internal and external stakeholders (including communications providers, local authorities, and government departments) in the area of industry processes through bilateral contacts and industry forums.

The role will also involve analysis and engagement on regulatory issues more broadly, including:

  • Managing and analysing regulatory issues relating to Wholesale Regulated Access Product (‘RAP’) portfolios for network access.
  • Preparation of ComReg consultations and the provision of support for ComReg’s regulatory compliance team.
  • Reviewing issues and making recommendations supported by detailed analysis.
  • Sharing knowledge with the wider Wholesale team on products issues
  • Drafting and publishing public consultations.
  • Monitoring technology evolution as it pertains to data management and regulated access products.

Qualifications & Experience

Essential

  • A third level qualification in Telecommunications and Data Network Engineering, Electronic, Electrical, Computer Science or other closely related discipline, or demonstratable equivalent experience.
  • Work experience in a either a telecommunications operator, telco networks vendor, data management, cloud service provider, or a consultancy environment in a technical capacity
  • Proven analytical and problem-solving skills that requires advanced analytical skills and problem-solving skills.
  • Knowledge of data management and telecoms networks.
  • Experience of working in a structured and process driven environment.
  • Excellent written and verbal communications skills, with experience of preparing accurate and persuasive documents for publication, or for diverse internal audiences.

Desirable

  • Detailed knowledge of the underlying physical infrastructure of fixed and mobile access networks.
  • Previous experience in a regulatory role.
  • Knowledge of the current Electronic Communications Networks (ECN) and Electronic Communications Services (ECS) market, technologies and developing trends.
  • Experience in managing small/medium size projects to successful outcomes
  • Previous experience of working successfully as part of a multi-disciplinary team.
  • Experience working with data analytics software and business intelligence tools (such as PowerBI).
