ComReg Overview

ComReg is the statutory body responsible for regulating fixed and mobile communications, postal and premium rate services in Ireland. Our mandate is to create a competitive marketplace, to protect and inform consumers, and to encourage innovation. ComReg also manages Ireland’s radio spectrum resource on behalf of the State.

This will be an exciting time of growth for ComReg, as our mandate expands and we take on new statutory responsibilities arising from EU legislation including: the Network and Information Systems (NIS2) Directive, the Critical Entities Resilience (CER) Directive – addressing cybersecurity and network resilience – together with the EU Data Act and the EU AI Act.

While our regulatory role is evolving, our fundamental mission remains the same. ComReg’s mission is to implement effective regulation that supports the delivery of widespread, modern, and resilient digital infrastructure, including communications networks, products, and services which, ultimately, benefit users.

Corporate Services

Corporate Services develops and implements services to support corporate affairs and corporate communications so as to enhance organisational performance and effectiveness. It is responsible for human resources, finance, procurement, governance, IT, corporate communications and public affairs, and general facilities management functions.

The Public Affairs Team

The Public Affairs Team plays a key role in the design, development and delivery of corporate communications for  the organisation. It is responsible for delivering key messages and statements to relevant stakeholders via a range of media. The team also manages the ComReg website, and organises or supports the organisation of conferences and seminars across the organisation. The team is also responsible for publishing our Annual Report along with other publications.

The Role and Responsibilities

Reporting to the Public Affairs Manager, the Corporate Communications Assistant will play a key role in assisting the identification and communication of key messages, statements and decisions to the media and to relevant stakeholders. It is an important role in terms of assisting the development of effective work practices within the Public Affairs team and the development of effective working relationships with relevant ComReg stakeholders. Working within a small team, this role will assist with the development and maintenance of ComReg’s Corporate Communications and Engagement Strategy, incorporating its Digital Strategy. This will include ComReg’s website and relevant social media.

The successful candidate will need to quickly learn about ComReg, how a regulator operates, who our stakeholders are and what type of work we do. They will be self-motivated, with strong organisational skills and will be able to pivot easily between different tasks – balancing all priorities and often working to very tight schedules. Additional key responsibilities of the role will include:

  • General communications and administrative duties as required, including monitoring several inboxes, media purchases, notice publications and maintenance of our contact database.
  • Provide assistance with developing, delivering and maintaining an internal communications framework that provides clear, informative and engaging two-way communication across the organisation making full use of all IT available to the organisation.
  • Assist and work with the Public Affairs Manager in handling press and media queries.
  • Help in managing ComReg’s websites and services in cooperation with the IT Operations Manager – this includes creating content, coordinating the inputs from our network of internal content creators, uploading of regulatory documents and providing training and upskilling as required.
  • In conjunction with the Public Affairs team, work with our website service providers to coordinate new and ongoing website development requirements.
  • Assist Search Engine Optimisation (SEO) reporting using a range of web analytics (e.g. Matomo), in conjunction with our website service provider.
  • Along with the team, support and participate in ComReg’s commitments to the Irish language, and ComReg’s statutory obligations under the Official Languages Act.
  • Support the meeting of ComReg’s web accessibility obligations for published content.
  • Assist with the coordination and management of Compreg’s LinkedIn and X accounts and be the frontline interface.
  • Participate in monitoring the media for mentions of ComReg and information relevant to the organisation and wider telecommunications sector and prepare reports.
  • Contribute to the drafting and collating of key documents developed by the Public Affairs team, such as ComReg’s Annual Report.
  • Highlight key issues arising in external press and media outlets, and assist in managing ComReg’s media monitoring service provider.
  • Any other duties relevant to the role which may be identified from time to time.

Qualifications and Experience

Essential

Third level qualification in Communications, Public Relations, Business, Languages or Journalism

Strong digital skills and experience of monitoring, updating and creating content in a work environment

Experience in design and desk-top publishing

High competence in the Irish language, both written and spoken

Ability to work calmly under pressure and deliver within tight deadlines and with conflicting priorities

Excellent working knowledge of Microsoft Office, including Teams, Outlook, Word, Excel, PowerPoint and SharePoint (or similar)

Desirable

Previous experience in communications/media relations

Experience in delivering media relations/public affairs reports

Understanding of the Irish media, political and policymaking landscape

Previous experience of working in or with the civil service or public sector

Experience using digital media for communication campaigns
