The Commission for Communications Regulation (ComReg) is the statutory body responsible for regulating fixed and mobile communications, postal and premium rate services in Ireland. ComReg also manages Ireland’s radio spectrum resource on behalf of the State.

Our mandate, which until recently has been to create a competitive marketplace, to protect and inform consumers, and to encourage innovation, is expanding into new areas as we take on statutory responsibilities in the fields of accessibility, cybersecurity, physical resilience, AI, cloud and data.

This is an exciting time of growth for ComReg as we will shortly take on new statutory responsibilities covering digital matters arising from EU legislation, including: the 2022 Network and Information Systems (NIS2) Directive, the Critical Entities Resilience (CER) Directive – addressing cybersecurity and network resilience – together with the EU Data Act, the EU AI Act, and the European Accessibility Act (EAA).

Market Framework

Within ComReg, the Market Framework Division is responsible for several ComReg’s regulatory functions, including:

The management of Ireland’s radio spectrum resource, over which all wireless communications take place. This includes the assignment of radio spectrum and maintaining the integrity of Ireland’s radio spectrum by monitoring, compliance and enforcement activities. The radio spectrum is the invisible range of electromagnetic waves that carry wireless communications through the air. It acts as an invisible pathway for data, allowing services like Wi-Fi, mobile phones, and radio broadcasting to work without physical wires. Radio spectrum licensing is essentially a “traffic control” system for these services. It gives specific individuals, businesses, or organisations the legal right to use a certain radio frequency in a specific area, and prevents wireless signals from interfering with each other.

Management of Ireland’s National Numbering Scheme, to conserve this finite national resource, while ensuring that there is always an adequate supply of numbers to support the demands of existing and new service providers.

Evaluating the resilience, security and integrity of electronic communications networks and including compliance activities to ensure operators of electronic communications networks and services meet legal obligations with regard to security measures.

Conducting surveillance of relevant radio equipment devices to protect end users and inform them of the risks presented by purchasing non-compliant products.

The role

Reporting to Projects and Licensing Manager, Spectrum Operations, the role will include:

  • Engaging and communicating with radio spectrum applicants, licensees, and other stakeholders, regarding licensing queries and administration of radio spectrum licences and ComReg licensing database. Radio spectrum applications are submitted mainly via ComReg’s https://elicensing.comreg.ie/ portal, but applicants can also contact ComReg by email and telephone.
  • Co-ordinating with ComReg’s finance department in respect of the day-to-day administration of licensee account management, licence applications, renewals, cancellations and payment of fees.
  • Creating insights on licensing activities for internal and public reports using intuitive data visualisation.
  • Collaborating with ComReg’s IT department to develop, test and roll-out interactive dashboards to monitor and report on licensing activities for internal audiences.
  • Supporting the day-to-day operation of ComReg’s bespoke radio licensing system and working with IT to ensure the relevant processes and procedures are accurate and up to date, including scoping potential further development and updates to the system to ensure efficient and effective processes with streamlined workflows. An example would be assessing processes to identify areas where automation can replace manual entry.
  • Drafting analysis of licensing data and processes into plain language to help informed decisions and for inclusion in ComReg’s consultation processes.

Essential criteria

  • 3rd level in Public Administration, Business Administration, Project Management, Public Relations, Public Communications and/or equivalent experience.
  • Strong administration skills with experience working cross functionally with departments such as Finance and IT.
  • Excellent experience dealing with members of the public, industry and public bodies.
  • Experience in communicating complex information in a coherent and engaging manner to technical and non-technical audiences.

 

Desired criteria

  • Knowledge of spectrum management techniques and processes.
  • Experience and knowledge of working with business data and intelligence tools, e.g. PowerBI, SQL, etc. would be a advantage
  • Experience in creating or developing visualisations or infographic.
