ComReg Overview

The Commission for Communications Regulation (ComReg) is the statutory body responsible for regulating fixed and mobile communications, postal and premium rate services in Ireland. ComReg also manages Ireland’s radio spectrum resource on behalf of the State.

Our mandate, which until recently has been to create a competitive marketplace, to protect and inform consumers, and to encourage innovation, is expanding into new areas as we take on statutory responsibilities in the fields of accessibility, cybersecurity, physical resilience, AI, cloud and data.

This is an exciting time of growth for ComReg as we will shortly take on new statutory responsibilities covering digital matters arising from EU legislation, including: the 2022 Network and Information Systems (NIS2) Directive, the Critical Entities Resilience (CER) Directive – addressing cybersecurity and network resilience – together with the EU Data Act, the EU AI Act, and the European Accessibility Act (EAA).

Wholesale Division

ComReg’s Wholesale Division is responsible for the regulation of certain wholesale electronic communications markets (fixed/mobile telecommunications, broadcasting transmission) in Ireland. ComReg is required to conduct periodic market reviews of such markets in order to assess the extent of competition and to decide whether regulatory intervention is required. We impose obligations on any operator identified with significant market power (SMP) in order to enhance competition including obligations to provide network access to other operators at regulated prices. The Wholesale Division also oversees the implementation of these obligations and, if necessary, can rely on ComReg’s legal powers to enforce them. Additionally, ComReg has responsibility for ensuring compliance with competition law in the electronic communications sector.

 

Role and Responsibilities

Reporting to the Market Analysis Senior Manager, Wholesale Division, the primary role of the Market Analysis Manager is the preparation and conduct of economics-based reviews of competition within markets, as well as monitoring of developments in such markets. The role will also involve the provision of support to other organisational projects that rely on economic analysis for informed decision-making purposes, including setting and monitoring SMP based pricing obligations, as well as ComReg’s ex post competition law activities. In doing so, the Market Analysis Manager will be responsible for managing inputs from staff within the Market Analysis team and across the Wholesale Division.

Additional responsibilities of the role will include:

  • Define the product and geographic boundaries of electronic communications markets, using economics based competition law/industrial organisation principles.
  • Manage and assess the extent of competition within electronic communications markets to identify if a service provider holds a position of significant market power (SMP) within such markets.
  • Support and manage the development and imposition of appropriate regulatory obligations/policy interventions, including price controls. This is done by addressing identified competition problems associated with the potential/actual exercise of market power by service providers.
  • Manage significant stakeholder engagement with electronic communications operators. This will include coordination with the Competition and Consumer Protection Commission and National Regulatory Authorities in other EU Member states and with EU institutions, as analyses are conducted within the context of the national and European Union legal/regulatory framework.
  • Support in managing the monitoring of market developments in electronic communications markets.
  • Lead and support ex post competition law activities and individual projects as assigned.
  • Provide relevant input to wider organisational projects as required, including economic support to other functional areas within the Wholesale Division, including work on wholesale price controls.
  • Represent ComReg at international fora, where necessary.

Qualifications & Experience

Essential 

  • Post-graduate master’s honours degree involving a significant component in regulatory or competition economics (or relevant equivalent).
  • Previous experience and extensive knowledge in applying economic analysis principles/techniques in assessing competition within markets.
  • Experience in the development and application of regulatory/policy interventions.
  • Relevant knowledge of electronic communications or technology sectors and the national/EU legal framework under which ComReg operates, including with respect to the conduct of market analyses.
  • Proven track record in managing the delivery of complex projects, in an individual and team capacity.

Desirable

  • Previous experience of managing people – including direct line management and indirect management of people inputting to projects.
  • Experience of working in the telecommunications sector or similarly regulated industry (within the Public Sector / Civil Service / Consultancy or Corporate entity).
