ComReg Overview

ComReg is the statutory body responsible for regulating fixed and mobile communications, postal and premium rate services in Ireland. Our mandate is to create a competitive marketplace, to protect and inform consumers, and to encourage innovation. ComReg also manages Ireland’s radio spectrum resource on behalf of the State.

We are a professional, multi-disciplinary and diverse organisation, operating in a dynamic digital regulatory environment that is constantly evolving.

This will be an exciting time of growth for ComReg, as our mandate expands and we take on new statutory responsibilities arising from EU legislation including: the Network and Information Systems (NIS2) Directive, the Critical Entities Resilience (CER) Directive – addressing cybersecurity and network resilience – together with the EU Data Act and the EU AI Act.

While our regulatory role is evolving, our fundamental mission remains the same. ComReg’s mission is to implement effective regulation that supports the delivery of widespread, modern, and resilient digital infrastructure, including communications networks, products, and services which, ultimately, benefit users.

 

The Postal Regulation Team

ComReg is the regulator of postal services and the universal postal service in Ireland. Our mandate comes from a European Directive transposed into Irish law; this sets out what the postal regulation team is required to do.

Given the wide remit of postal regulation, our team consists of 5 specialists with different skills in operations, consumer protection, policy, accounting and analytics collaborating to achieve ComReg’s postal regulatory requirements and objectives.

 

Role and Responsibilities

Reporting to the Head of Postal Regulation, the Postal Operations Manager is responsible for our functions overseeing postal operations and consumer protection. The role includes the following key areas:

Operational Responsibilities

  • Oversee quality of service for the universal postal service, including the management of outsourced contracts, audit processes, monitoring, and preparation of annual reports.
  • Manage force majeure applications for the universal postal service.
  • Ensure postal service providers comply with regulatory obligations, particularly those relating to the universal postal service.
  • Oversee matters relating to access to the universal postal service, the postal network of the universal service provider, and postal infrastructure.
  • Manage regulatory requirements associated with Services of General Economic Interest (SGEI) operations.
  • Undertake any other postal related operational responsibilities that may arise.

Consumer Protection Responsibilities

  • Develop and oversee postal regulatory policy relating to consumers, including monitoring changes to the terms and conditions of the universal postal service.
  • Manage the postal authorisations process.
  • Collaborate with ComReg’s Consumer Care Team and Consumer Engagement Team to ensure accurate and accessible postal information for consumers.
  • Work with ComReg’s Alternative Dispute Resolution (ADR) Team on postal user rights, Codes of Practice, and provide support on disputes when required.
  • Lead engagement with the CCPC (Competition and Consumer Protection Commission) on relevant consumer matters.
  • Manage SGEI consumer complaints as they arise.
  • Undertake other consumer-related duties as required, related duties as required.

Additional Responsibilities

  • Lead the drafting of consultations, analyse consultation responses, and support the development of decisions relating to postal operations and consumer regulation.
  • Coordinate and manage relationships with internal and external stakeholders on all matters relating to postal operations and consumer issues.
  • Represent ComReg at the European Postal Regulators Group.
  • Participate as a member of the Retail and Consumer Services Division management team, contributing to cross divisional and cross ComReg initiatives.
  • Lead and manage direct reports, ensuring effective delivery of objectives within the postal regulation team.

Qualifications & Experience:

Essential Qualifications & Experience:

  • A relevant third-level degree or equivalent
  • At least 5 years relevant post graduate work experience
  • Relevant experience and/or knowledge of postal operations/logistics
  • Strong communications skills with specific ability to express ideas clearly and concisely – verbally and in writing – with a view to engaging and influencing
  • Strong project management and organisation skills with track record in managing the delivery of complex projects
  • Excellent analytical and problem-solving skills

Desirable Qualifications & Experience:

  • Relevant experience and/or knowledge of consumer protection
  • Experience working in a regulatory environment, whether in a regulated entity, other regulator, consultancy
