ComReg Overview

The Commission for Communications Regulation (ComReg) is the statutory body responsible for regulating fixed and mobile communications, postal and premium rate services in Ireland. ComReg also manages Ireland’s radio spectrum resource on behalf of the State.

Our mandate, which until recently has been to create a competitive marketplace, to protect and inform consumers, and to encourage innovation, is expanding into new areas as we take on statutory responsibilities in the fields of accessibility, cybersecurity, physical resilience, AI, cloud and data.

This is an exciting time of growth for ComReg as we will shortly take on new statutory responsibilities covering digital matters arising from EU legislation, including: the 2022 Network and Information Systems (NIS2) Directive, the Critical Entities Resilience (CER) Directive – addressing cybersecurity and network resilience – together with the EU Data Act, the EU AI Act, and the European Accessibility Act (EAA).

We are a professional, multi-disciplinary and diverse organisation, operating in a dynamic digital regulatory environment that is constantly evolving and changing as we begin to regulate companies and organisations operating in the digital technology sector.

The Postal Regulation Team

ComReg is the regulator of postal services and the universal postal service in Ireland. Our mandate comes from a European Directive transposed into Irish law; this sets out what the postal regulation team is required to do.

Given the wide remit of postal regulation, our team consists of 5 specialists with different skills in operations, consumer protection, policy, accounting and analytics collaborating to achieve ComReg’s postal regulatory requirements and objectives.

 

Role and Responsibilities

Reporting to Head of Postal Regulation, the Postal Policy and Analytics Manager will have responsibility for:

– Managing postal regulatory policy in Ireland informed by Irish and European developments:

  • Managing market research/surveys, in particular as relates to universal postal service provision and reasonable needs of users to inform policy
  • Leading drafting consultations and assessing responses for recommendations on policy decisions
  • Engagement with internal and external stakeholders in particular European Commission, Government Departments, international attaché on any proposed revisions to national legislation/Postal Services Directive/EU Postal Delivery Act
  • Representing ComReg on the European Postal Regulators Group Contact Network and Plenary.

– Managing the following statutory requirements:

  • Evolving the Universal postal service specification, as relevant, to ensure it meets the reasonable needs of users
  • Compliance reviews of Tariff requirements, Terminal dues requirement
  • Compliance review of universal postal service accounting obligations
  • Net cost and financing of provision of universal postal service, if submission made by universal postal service provider
  • Postal levy returns by postal service providers and any change to levy to meet ComReg’s costs for postal regulation
  • Services of General Economic Interest accounting and cost allocations.

– Leading the use of data analytics to draw insights for postal regulation:

  • Lead submissions and engagements associated with Cross Border Parcel Regulation
  • Lead submissions and engagements associated with postal statistics for European Commission
  • Financial and cost data on the provision of the universal postal service
  • Lead engagement with Retail Data Insights Specialist as and when required

– Managing audit of Real Mail Study which records a sample of mail posted in Ireland to assist in the design of the domestic quality of service measurement and to inform regulatory accounts for universal postal service.

– Liaison for Competition and Consumer Protection Commission on competition law matters where necessary

– Member of Retail and Consumer Services division management team and engaging where required on cross divisional / cross ComReg projects

– Lead and manage direct report to ensure effective achievement of objectives of postal regulation team

Qualifications & Experience:

Essential Qualifications & Experience:

  • A relevant third-level degree in accounting or equivalent
  • Significant work experience in an area directly relevant to the responsibilities as set out in this job description
  • Advanced user of data analytics software and business intelligence tools (such as PowerBI/Qlik)

Desirable Qualifications & Experience:

  • Relevant experience and/or knowledge of postal regulation and / or postal / logistics
  • Experience working in a regulatory environment, whether in a regulated entity, other regulator, consultancy

  • Salary €87,954.90- €109,960.51* (entry will be at the minimum point and the rate of remuneration may be adjusted from time to time in line with Government pay policy.)
