Sender ID Conformity Index

ComReg has undertaken an exercise to assess the level of conformity of all relevant Mobile Service Providers and Participating Aggregators with the requirements of Decision Instrument D14/24 (“the Decision”), namely the Decision Instrument for the SMS Sender ID Registry, on the basis of information to hand, and has allocated each entity a conformity score.

In December 2025, ComReg wrote to all relevant Mobile Service Providers and Participating Aggregators setting out their then conformity score. ComReg noted that, in the interests of transparency, it intended to make available a public list of such scores.

ComReg also confirmed that, for the time being (and in the interest of providing a window for operators with poor conformity scores to improve their level of conformity prior to inclusion in the publicly available list), an operator would be entitled to opt out of having its name and score included in the list.

None of the operators that have received a maximum conformity score have objected to being listed. Accordingly, consistent with its wish to afford operators with anything less than a maximum score an opportunity to improve conformity, ComReg has determined that only the list of those operators with a maximum conformity score should be made available at this point.

To recap, the Decision is a legally binding decision made by ComReg under primary legislation, which imposes binding legal obligations on all relevant Mobile Service Providers and Participating Aggregators.

Conformity has been assessed in relation to the following requirements:

  • Not filtering on case insensitive basis – paragraph 4(4)(f) of the SMS Sender ID Registry Rules of Registration provides: “Alphanumeric Sender IDs must comply with the following: be in any combination of upper and/or lower case; [footnote: Numbering Conditions of Use and Application Process, ComReg 15/136R4, at 6(3): Sender ID registration and filtering is case insensitive.]”
  • Requirement to modify unregistered Sender IDs (or Sender IDs originating from untrusted sources) to “Likely Scam” – required under Decision 1 of Decision D14/24 (MSPs) or Decision 6 of Decision D14/24 (PAs).
  • Ban on sending Sender IDs to Non-Participating Aggregators – Part 1 (Definitions and Interpretation) of Decision Instrument D14/24 provides that a “Participating Aggregator” means an SMS Aggregator that is registered with ComReg to transit or forward an SMS carrying a Sender ID destined for an Irish number.
  • Requirement to provide ComReg with regular metrics information – required under Decision 8 of Decision Instrument D14/24 and the extent to which metrics provided appear to indicate conformity.

Please note that ComReg may refine or amend its assessment methodology in any future assessment.

Each of the four conformity elements above has been scored, with a score of 0 if a company has not shown itself to be in conformity with that requirement, and a score of 1 if it is in conformity.

Accordingly, a score of 4 would mean that, on the basis of the information available and provided, a company would then appear to be currently in conformity with all four requirements.

The list below shows the list of companies subject to the Decision who have been assessed to have received a score of 4 at the date of 18 March 2026.

Relevant companies that are not listed on the list below, and which wish to improve their scores and demonstrate conformity with the Decision, should engage with ComReg at the earliest opportunity to discuss a plan to improve their scores and reach full conformity with the requirements of the Decision.

Please note that a company’s conformity score is strictly limited to assessment of that company’s conformity with the Decision, on the basis of the information currently to hand, and does not serve to operate as an official “certification” by ComReg of a company’s operations/procedures.

Please note too that this list is subject to change, and will be subject to regular review.
