Since June 2017, Irish consumers travelling within any EU country (plus Iceland, Liechtenstein and Norway) have been able to use their mobile phone to ‘Roam like at home’. This means that you can make and receive calls, and send and receive text messages in the same way you do when at home in the Republic of Ireland. It doesn’t matter which mobile network that you are connected to.
'Roam like at home' countries:
Similarly, you can also use some or all of your data allowance while roaming in the countries listed above. In some cases, depending on the type of contract you have, mobile providers will allow you to use your full data allowance while roaming. Your domestic bundle is the normal phone service package that is included in your phone contract when you are at home.
Mobile providers decide these limits based on your domestic bundle and the type of contract (bill pay or prepay) and data allowance it includes.
The amounts below are the most you can be charged when roaming in the EU and you have used up your domestic bundle:
• 3.2 cents per minute of voice call made (plus VAT)
• 1 cent per text message (plus VAT)
• €3.00 per gigabyte (GB) of data (plus VAT)
Your mobile provider will confirm your roaming data allowance by text when you arrive at your EU destination. You can also check this allowance before you travel by contacting your mobile provider.
Regulation 14 of the European Communities (Electronic Communications Networks and Services) (Universal Service and Users Rights)
Regulations S.I. 337 of 2011 specifies that service providers providing connection or access to the public telephone network shall do so in accordance with a contract. It also sets out seven specific areas that must be addressed in such a contract.
As a consumer, you are entitled by law to have a contract. This contract must contain at least:
· the name and address of the service provider,
· the services provided, service quality levels and waiting periods for first-time connections,
· the types of maintenance offered,
· details of prices and tariffs and how to get up-to-date information on relevant tariffs and maintenance charges,
· the length of the contract and the conditions for renewing or ending it,
· information on any compensation and refund arrangements that apply if service quality levels are not met, and
· details of how to complain and take action to settle disputes.

Your first bill will be slightly higher than other bills as you are paying for more than one month of usage. This is because your first bill covers the period from when your service is connected up until your first bill, as well as your price plan for the month ahead.
For example, if you had your installation appointment on the 24th of November and your first bill issues on the 5th of December, your bill will include a charge from the 24th of November to the 4th of December called part-period charges and credits.
You would then pay a charge for your price plan for the month ahead (from the 5th onwards).
