The Commission for Communications Regulation (ComReg) has issued an Information Notice on the regulations implementing the European Accessibility Act (EAA) which comes into effect on 28 June 2025.
The purpose of this legislation is to ensure accessibility of services and products for people with disabilities across the EU, including electronic communications services.
The EAA will give new consumer rights to people with disabilities. The EAA places new obligations on providers of electronic communications services (service providers). Service providers, such as fixed, broadband and mobile phone companies must now ensure their services can be accessed, understood and used by people with disabilities.
ComReg is the designated compliance authority for the accessibility of electronic communications services provided by service providers operating in Ireland. ComReg will deal with complaints about the accessibility of electronic communications services and it can take enforcement actions. ComReg will continue to work with all stakeholders to ensure that service providers comply with the EAA.
Service providers will be obliged to meet the following requirements under the EAA.
- Service providers must prepare and publish information on how the service meets the applicable requirements, ensure procedures are in place and take steps to ensure a service is compliant.
- Service provider websites and mobile apps must be designed so that people with disabilities may access, understand and use them without barriers.
- Service providers must ensure that available customer support services are accessible and easy to use.
- Service providers are required to provide Real Time Text (RTT) in addition to voice
