The Retail Division is at the forefront in protecting, informing and empowering consumers so that they can choose and use communications services with confidence.
The Job – Retail Compliance Analyst
Reporting to the Head of Retail Compliance and ECAS, the Regulatory Compliance Analyst is responsible for investigating and assessing the compliance of ECS and PRS providers with their regulatory obligations. The role is focused on retail matters such as consumer rights, contracts, switching, prices and billing, universal service issues, access to emergency services and PRS consent and charging matters.
The successful applicant will be responsible for appropriate enforcement activities including the preparation of relevant internal and external case documentation and Court documentation when necessary. The Compliance Analyst will be expected to contribute to the development of ComReg’s Retail Compliance Policy informed by case outcomes and other relevant inputs.
The Retail Compliance Analyst will be expected to:-

Where required, carry out and document investigations into non-compliant activities contemplating enforcement action, up to and including Court action
Meet and correspond with consumers and service providers as necessary.
Work with ComReg’s legal team in the preparation of Court documentation (e.g. summonses, witness statements and affidavits) for litigation.
Attend court when required.
Support negotiations and agreements to alternative outcomes to litigation where appropriate.
Support liaison by ComReg with other state agencies and bodies as appropriate e.g. Data Protection Commission (DPS), Competition and Consumer Protection Commission (CCPC), Department of the Environment, Climate and Communications (DECC) and An Garda Síochána.

Qualifications and Experience
Essential
Appropriate qualification in engineering, information technology, economics, law business, marketing or similarly relevant discipline.
Previous experience working on investigations in a regulatory agency, in a commercial regulatory role, or in an internal audit role.
Strong investigation skills, including ability to conduct effective research and information-gathering and to accurately record and present evidence.
Demonstrable ability to draft written communications and to consistently produce high-quality written correspondence and legal documentation.
Excellent interviewing and negotiating skills.
Strong ability to perform critical analysis of information, involving complex problem solving, attention to detail and decision-making, using a broad commercial intelligence and acute forensic thinking.
Ability to organise and execute responsibilities proactively and without prompting; and to initiate, champion and implement new ideas.
Strong project management skills with the ability to manage time effectively and meet deadlines while ensuring high quality outputs in a litigious context.
Strong interpersonal and communication skills within and across teams.
An understanding of ComReg’s consumer role and activities.
Desirable
A good understanding of the Irish electronic communications industry and products (ECS and PRS), and the legal context in which they are offered.
A good understanding of “due process” requirements and the rules and regulations applicable to investigations.
