Retail and Consumer Services Division

Our Retail and Consumer Services Division has several different functions including Consumer Care, Consumer Policy, Retail Compliance, Consumer Engagement and Postal.  The Retail Division is at the forefront in protecting, informing and empowering consumers so that they can choose and use communications services with confidence.

Team overview:

Our Consumer Policy team undertakes measures to ensure electronic communications and premium rate services consumer measures are appropriate. The team reports to Consumer Policy Manager.  Some of the responsibilities of the team are;

  • Developing, formulating and implementing policy to specify, where appropriate, an intervention to help ensure that markets work effectively for consumers
  • Research, analytical and critical evaluation of key information to inform policy
  • Preparing for the introduction of the new Regulatory Framework
  • Contributing to developing other policy matters in the Retail Division – such as Universal Service and Postal – and consultation across the organisation in developing policy positions
  • Engagement of stakeholders on policy, market or industry developments

 

The Role

As a consumer policy analyst, you will be a versatile self-starter, with proven application of strong research, analytical and evaluation skills, who wants to add value to a great Consumer Policy Team and the wider Retail Division.  You will work across the following areas:

  • Researching consumer protection provisions, approaches and policy issues and identification of key data/trends/developments, using this to suggest policy courses of action for ComReg;
  • Manage relevant data and information collection;
  • Assessing and developing policy, including, survey and data analysis economic and financial modelling, in order to inform ComReg policy and the available options;
  • Producing and drafting ComReg consultation and decision papers, preparing reports and making presentations on policy matters both internally and externally;
  • Understanding and collecting data on Irish service providers approach to the implementation of policy measures and obligations and benchmarking;
  • Leading and delivering on projects within Consumer Policy unit as delegated by the manager or working in other teams as ComReg requirements demand;
  • Working as a member of a team and on specific organisation project teams as required, sharing knowledge expertise and learnings;
  • Engaging with internal and external stakeholders in a constructive manner in order to further ComReg objectives in relation to end-user rights and protections;
  • Assisting engagement with EU counterparts, other regulators, or the DECC on policy or EU policy, market or industry developments;
  • Maintaining an awareness of policy developments and best practice within the electronic communications sector and closely associated sectors both in Ireland and internationally.
  • Drafting documentation in a rational, evidence based, clear and concise manner and engagement of internal and external stakeholders

 

Qualifications and Experience

Essential

  • Third level degree (2.1 or higher), preferably in economics, policy, law, engineering, business or other closely related discipline or, demonstrable equivalent and relevant experience
  • Experience of both assessing and developing policy – including, working with data sets – and an ability to assimilate complex legal and factual situations and provide clear, practical, “solutions based” advice
  • Excellent verbal, written and inter-personal communication skills
  • Excellent drafting skills and ability to prepare briefing, reports and documents in a rational, evidence-based, clear and concise manner
  • Ability to work on own initiative and comfortable working in a multidisciplinary project team environment (alongside professionals such as economists, lawyers, business analysts, engineers and accountants), in an organisation with a strong culture of delivery
  • Proven ability to manage small to medium size projects to successful outcomes
  • Pro-active approach and ability to prioritise and manage own time.

Desirable

  • Postgraduate qualifications preferably a Master’s degree in economics, policy, law, engineering, business or other closely related discipline
  • Experience in regulatory, competition and public policy / law would be an advantage
  • Experience in a telecoms role and understanding of the environment (regulatory, legislative, political, industrial, economic, societal) within which ComReg operates
  • Excellent IT skills with proven ability to learn new systems quickly
