ComReg is the statutory body responsible for regulating fixed and mobile communications, postal and premium rate services in Ireland. Our mandate is to create a competitive marketplace, to protect and inform consumers, and to encourage innovation. ComReg also manages Ireland’s radio spectrum resource on behalf of the State.

Division Overview
The Corporate Services Team
The Corporate Services Division develops and implements services to support corporate affairs and corporate communications so as to enhance organisational performance and effectiveness. It is a key function, supporting all other Divisions across ComReg in the areas of Human Resources, Health and Safety and Facilities Management, Finance and Procurement, Corporate Governance, Information Technology and Public Affairs and Communications. The Adjudication function is also located in the Corporate Services Division.
The Role and Responsibilities
Reporting to the Finance & Governance Manager, this individual will play an important role in ensuring compliance with organisational Corporate Governance and Risk Management policies and procedures. As part of this role, the successful candidate will work with senior leaders within the organisation ensuring a strong governance culture is embedded within the organisation.
Key areas of responsibility for this role will be:
Corporate Governance & Assurance
Monitor compliance with Code of Practice for Governance of State Bodies
Ongoing development and delivery of an annual assurance mapping exercise
Assist with the development and review of internal governance frameworks, including risk management, internal financial controls and internal non-financial controls and related issues
Preparation of quarterly updates to the Leadership Team on governance and related issues
Assist with monthly Commissioner meetings, preparing agenda, providing updates etc on Governance matters and related issues, minute taking
Monitor compliance with the organisations records management policies
Supporting the Director of Corporate Services and the Head of Finance & Governance with the annual SIPO returns process
Support with the Annual Report development process and associated compliance reporting in advance of submission to the Minister
Assist with various compliance and reporting functions and matters to be published on our website
Business Continuity support and coordination
Risk & Compliance Integration
Collaborate with other members of the Finance & Governance Team to ensure governance and assurance activities are aligned with ComReg’s risk priorities.
Support integration of governance and assurance considerations into corporate strategy, business planning and operational decision-making.
Monitor emerging best practice regulatory and governance trends, assessing implications for ComReg and advising on these issues.
Support the Director of Corporate Services and the Head of Finance & Governance with the ongoing development and maintenance of the Corporate Risk Register.
Assist with the development of functional area risk register reporting and monitoring of activities
Culture & Communication
Support the promotion of a strong governance culture across ComReg by improving our existing training and awareness initiatives.
Develop and deliver awareness-raising and development initiatives to support ComReg staff in understanding their governance and assurance responsibilities
Proactively identify opportunities to enhance the effectiveness and efficiency of processes and structures, leveraging technology, automation, and best practice
There may be other general business support and administrative duties assigned to the successful candidate.
Qualifications and Experience
Essential
Degree in a business administration or a related discipline (Level 8 NFQ)
Experience in a relevant role with a focus on corporate governance and compliance
Strategic thinking with proven analysis, business process and problem-solving skills.
Excellent interpersonal and communication skills, to include presentation and report-writing abilities.
Proven experience in building and maintaining cross divisional relationships, including with senior management and staff at all levels.
Proficiency in Microsoft Office suite of applications, and in particular excellent skills in Microsoft Excel, Word & PowerPoint.
Desirable
A qualification in corporate governance or similar
Experience of Microsoft Business Central application
Relevant experience in regulatory agencies or other public bodies
Professional accounting qualification, such as ACA, CIMA, ACCA
