Divisional & International Engagement Co-Ordinator

Reporting to the Radio Spectrum Advisor to the Commission (RSAC) the Divisional & International Engagement Coordinator will be responsible for ensuring divisional coordination and continuity and creating a consistent, high-quality experience for delegates, both internal and external, participating in international working groups and fora.

Market Framework

Market Framework carries out key regulatory duties in respect of the broadcasting sector, manages Ireland’s national telephone numbering resource, is responsible for evaluating the resilience, security and integrity of electronic communications networks and services and is the sole Market Surveillance Authority (MSA) in Ireland for the Radio Equipment Directive (RED), Electromagnetic Compatibility Directive (EMC) and aspects of the Low Voltage Directive (LVD). Market surveillance of products is a requirement of the EU Single Market to ensure that products on the market are compliant with the applicable laws.

ComReg’s Market Framework Division is responsible for the regulation of Ireland’s radio spectrum. Radio spectrum is the medium over which all wireless communications (such as mobile phones, radars, radios, televisions, connected devices etc.) take place. Our strategy for to manage the valuable radio spectrum resource can be found on our website.

The Role

Reporting to the Radio Spectrum Advisor to the Commission (RSAC) the Divisional & International Engagement Coordinator will be responsible for ensuring divisional coordination and continuity and creating a consistent, high-quality experience for delegates, both internal and external, participating in international working groups and fora.

For this role you will need to quickly learn about ComReg, how a regulator operates, our stakeholders and the international spectrum management environment we work in. You will be an excellent administrator, with superb organisational skills, who wants to be involved in all areas of the work done by the Market Framework Division and to add value to a team of professionals who expect excellence, dedication and attention to detail. Here is a list of areas you would be responsible for:

>       Quarterly updating of the Radio Frequency Plan for Ireland

>       Maintain an awareness of international Working Groups, Plenipotentiary meetings, technical advisory groups, and other events

>       Facilitate attendance of appropriate participants at EU and International Technical Working Groups, including ensuring availability, making contingency plans where necessary and making travel arrangements as required;

>       Day-to-day support to Divisional personnel regarding business travel arrangements, coordination of training and setting up meetings

>       Provide input and advice on issues relating to International and EU fora as part of Market Framework’s Annual Action Plan

>       Organisation and facilitation of weekly and monthly management meetings

>       Managing the Market Framework Risk Register and oversee monthly updates of the register

>       Ensure Market Framework Action Plan and projects are updated on progress

>       Develop a network of connections throughout the organisation – e.g. HR, Public affairs and Finance – in order to facilitate our Divisional objectives and goals

>       Provide assistance to the Director Market Framework with regard to:

o  Meeting and greeting visitors at all levels of seniority and diary management

o  Divisional operating plan, budgetary control & expenditure against the agreed budget

o  Credit card and claims

o  Liaising with clients, suppliers; and

o  General office management

>       Ensure that all CEPT and EU Working Groups or other external meetings hosted by ComReg are hosted in a professional and appropriate manner

>       Provide input to communications between ComReg and international stakeholders as required

>       Administratively process new regulations

>       Organisation and of events (e.g. workshops, seminars, meetings) including:

o  Drafting and issue of invitations

o  Liaison with meeting Chairperson(s) and secretariat staff

o  Dealing with requests for Visas including contacting foreign embassies when necessary

>       Participation of the preparation and publication of internal and external documents, including editing and proofreading

>       Sourcing of bespoke data, industry periodicals, specialist books, equipment and materials as required by Division staff

Qualifications and Experience

Essential

>       Experience in hosting international conferencing and events

>       Previous administration experience in a professional environment

>       Proficient IT skills across the full range of Microsoft© products

>       The ability to work on your own initiative and prioritise multiple conflicting tasks;

>       The ability to work under pressure and solve problems practically;

>       Good written communication skills

>       Fastidious attention to detail;

>       Good oral communication skills

>       Able to disseminate the outcomes of meetings clearly and concisely

>       Good organisational and time management skills;

>       Excellent interpersonal skills;

Desirable

>       Knowledge of the operation and workings of the International Telecommunication Union and the European Conference of Postal and Telecommunications Administrations,

>       Familiarity with the Irish Communications industry

>       Experience in public procurement

>       Familiarity with diplomatic etiquette

>       Experience of live editing documents
