Reporting to the Director of Corporate Services, this is a key organisational role responsible for planning the strategic and operational HR agenda. The Head of Human Resources will lead a team of 7 to deliver a forward-thinking people strategy covering all areas of the employment cycle.
As the organisation continues to grow, the Head of HR will play a key role in developing talent acquisition, engagement and retention strategies to enable growth and transformation. A key part of the role is in embedding the high-performance culture of knowledge and continuous learning underpinned by the organisation’s Respect Charter.

The Head of HR role is varied and exciting providing an opportunity to build on strong foundations, shape the people agenda, set the tone for leadership and culture across the organisation, oversee key operational and strategic projects and maintain stability and continuity in the delivery of the HR agenda.
The successful candidate will be an experienced HR Leader with a practical approach, informed judgement and excellent decision-making capability. They will have significant people and stakeholder management experience and a track record of developing and delivering HR strategy. This is a key role within the ComReg leadership structure, and it is important that applicants have significant depth and breadth of HR leadership experience within a professional organisation.
The role holder will work across the following areas:
Key duties:
Collaborate on the design and development of ComReg’s people strategy.
Embed the “people first” aspect of the culture with a focus on engagement and collegiality.
Manage a team of professionals in conjunction with the newly appointed HR Operations Manager.
Lead the team in a collaborative, inclusive way to encourage their development and support the delivery of objectives.
Implement the current workforce plan and undertake planning and scoping for next phase.
Develop a talent acquisition strategy to ensure robust talent pipelines are in place to enable the organisation acquire the skills to deliver our evolving mandate.
Represent the HR agenda consistently and with professionalism –contributing at monthly Leadership team and other relevant meetings.
Lead the scoping and planning of HR projects knowing when it is appropriate to work collaboratively with external partners.
Work in close collaboration with senior leaders on the effective and timely delivery of all people programs and OD projects.
Oversee the implementation of the learning and development plan to ensure initiatives are targeted, content relevant and objectives realised.
Develop and oversee implementation of Wellbeing, Engagement and Diversity related initiatives.
Influence, advise and guide the people of the organisation on relevant people priorities and initiatives and oversee any employee relations issues with professionalism and respect for all parties.
Ensure legal compliance is met in all HR activities and business is delivered in line with ComReg Values, our Respect Charter and our Code of Conduct.
Oversee all deliverables relating to; compensation and benefits, procurement of services, system efficiency, policy development and all other activities under the broad HR remit.
Qualifications and Experience
Essential
Degree in Human Resources or equivalent qualification
Proven and significant strategic and operational leadership experience, with a well-developed sense of best practice gained across a range of sectors.
Demonstrable experience of working at Leadership Team level
Strong people management experience.
Ability to use influencing and negotiating skills.
Expert in all aspects of employment law.
Excellent communication ability – both verbal and written. .
Proven problem-solving skills with practical approach and focus on gaining consensus.
Experience creating and implementing HR policies and procedures and learning programs.
Desirable
Experience of managing facilities and health and safety
Familiarity with HRIS systems
Familiarity with procurement processes
