Corporate Services Division
The HR team, consisting of 6 people, are located in the Corporate Services Division (CSD). This unit develops and implements corporate affairs and communications strategies designed to enhance organisational effectiveness. CSD provides key support to all Divisions across ComReg in the areas of Human Resources, Finance, Information Technology, Public Relations, and Facilities Management.
Role Overview
Reporting to ComReg’s Head of HR, the primary role of the HR Manager, is direct HR operations and manage the team. The role holder will work closely with the Head of HR to collaboratively set plans, translate into team goals and manage their implementation. They will take responsibility for overseeing all employee interactions, including talent acquisition, training and development, performance management, compliance, policies, HR systems, facilities management and health and safety. The successful candidate will maintain a collaborative approach and a “people first” ethos.
Key Responsibilities
Support the Head of HR
Work collaboratively with the Head of HR by contributing to the HR planning process – including workforce planning – taking ownership for creating and implementing the operations plan and providing regular updates and calibration
Together with Head of HR, and in collaboration with the HR team as appropriate, input to the design of organisational programmes and drive change management initiatives
Manage the HR Team
Deliver a positive work environment, by managing direct reports in an inclusive and collaborative way, ensuring objectives are set, work is progressing, meetings are held regularly, development needs are met, and team members have the opportunities to engage in “stretch” assignments
Manage HR Operations
Drive the ethos of providing a positive employee experience – ensure processes are in place to deliver day-to-day items smoothly – including timely response to employee queries, preparing accurate contracts/letters, maintaining accurate information on HR systems, reviewing documents on the HR intranet and internet to ensure they are up to date and that team communications meet the organisational standard
Together with the Resourcing Specialist and team, manage ComReg’s end-to-end recruitment process, putting the groundwork in place to attract and retain niche skillsets, identify future talent needs, and ensure the hiring process is conducted in accordance with internal policy and best practice
In collaboration with the Learning and Development Specialist and team, oversee the training and development function through evaluation of Divisional training needs, drafting of the L&D plan, procuring and working with consultants where necessary
Maintain in-depth knowledge of legal requirements related to day-to-day HR management, reducing legal risks and ensuring regulatory compliance
Ensure the team fulfil obligations regarding returns to the Department, respond to questions asked and keep up to date with bulletins
Actively manage benefits and rewards including working with Head of HR, team members and finance colleagues to deliver the annual salary review
Oversee the effective running of the Reception and Facilities functions
Together with Facilities Manager, ensure Health and Safety standards are set, communicated and delivered
Identify the requirement for public procurement competitions and plan accordingly, overseeing where responsibility is delegated
Drive HR Impact
Design a process to provide a suite of metrics to organisational Leaders at regular intervals to enable the provision of analytics to support decision-making
Leverage HR technology to create efficiencies
Develop internal channels to gain understanding of Divisional business activity to enable timely and informed intervention in areas such as talent management – including future skills needs
Advise managers in areas such as absence management, attrition, performance management, employee relations and other sensitive and complex areas. Overseeing the handling of cases, acting as a point of escalation and taking a hands-on role where necessary
Establish systematic structures to review policies periodically, ensure updates are made in accordance with changes in legislation and organisational practice
Draft new policies as required based on best practice, organisational culture and legislative requirements
Embed performance management practices to ensure the high-performance culture is retained
Qualifications and Experience

Essential
Degree in Human Resource Management
A strong CV demonstrating a proven track record in the following;
1. Leading and managing people
2. Advising and influencing Senior Managers and Executives
3. Implementing organisational change initiatives
Broad and wide experience in HR evidenced by a series of progressions / promotions
Demonstrated generalist experience across all areas of HR
A comprehensive understanding of employment law and it’s practical application
Understanding of Data Protection and how it applies to HR operations
Expertise in Microsoft office
Desirable
Previous record of working in a HR role in the public sector
Experience of managing HR Projects
CIPD Accreditation
Demonstrable involvement in managing public procurement
