ComReg Overview

ComReg is the statutory body responsible for regulating fixed and mobile communications, postal and premium rate services in Ireland since 1997.

Our mandate is to create a competitive marketplace, to protect and inform consumers, and to encourage innovation.

This is an exciting time of growth for ComReg as we are shortly to be given new responsibilities from Government covering digital matters arising from EU legislation that includes: the 2022 Network and Information Systems Directive (NIS2), the Critical Entities Resilience (CER) Directive – addressing cybersecurity and network resilience – plus the EU Data Act Regulation, and the European Accessibility Act (EAA).

While the role of regulation is evolving, our fundamental mission remains the same. ComReg aims to facilitate the development of a competitive electronic communications sector in Ireland attracting investment, encouraging innovation and empowering consumers to choose and use communications services with confidence.

The Corporate Services Division and the Information Technology Team

The IT Team is part of the Corporate Services Division which develops and implements corporate affairs and communications strategies designed to enhance our organisational performance and effectiveness.

Our IT team has a wide variety of functions including:

  • Infrastructure
  • Support Desk
  • Data Analysis
  • Systems Development
  • Cybersecurity

The successful candidate will be actively engaged in providing a secure, scaling and high performance digital infrastructure ensuring Comreg can deliver on its regulatory functions.

Role and Responsibilities

Reporting to ComReg’s IT Systems Development Manager, the primary role of the IT Project Manager is to contribute to a broad range of IT managed projects  including customer facing, industry and internal projects.

More specifically the individual will be responsible for the following tasks:

  • Analysis and preparation of detailed functional system specifications for the development of newly defined applications or enhancements to existing systems.
  • Support & ensuring User Acceptance Testing is successfully completed on new applications or enhancements to existing system, including liaising with and ensuring users acceptance of change.
  • Project manage the delivery of projects and programmes of technical change using best practice project management methodologies, tools and processes.
  • Ensure all project and technical documentation relating to projects is maintained.
  • Business process mapping – identify and map business requirements with internal and external teams.
  • Work as a member of the Systems Development team to refine best practice project and programme management.
  • Manage service provider performance through reporting and monitoring of service level agreements.
  • Work with external service providers to identify and deliver best practice business process solutions
  • Provide support to internal stakeholders for application related deployments.
  • Public procurement and contract management.

Qualifications & Experience

Essential

  • Technical Degree to bachelor level or other related third level qualification
  • A recognised Project Management Certification e.g. Agile, PMP, Prince2 with a solid understanding of development lifecycles, methodologies, quality metrics
  • Demonstrable project management experience including process analysis
  • Experience of aligning IT solutions with business needs
  • Proven ability to manage multiple tasks and IT service skills
  • Systems integration & development experience
  • Knowledge of, or experience with contributing to IT orientated solutions to meet business needs and requirements

Desirable

  • 3 Years + Experience in the area of Project management ideally in a regulatory environment
  • Microsoft/M365 applications Implementation experience
  • Up-to-date with recent trends in technology and how web services and web applications can be used to strategically support business functions
  • Knowledge of the technology needs and business processes of a regulatory body,  for example, licensing systems, issues management systems or  spectrum management
  • Previous exposure to bespoke IS solutions and have experience in a similar role
  • Experience working with or understanding of large data handling environments including management information systems and database architecture such as Microsoft SQL Server

Our Package

We are offering an attractive package:

  • Salary €62,842.22 – €86,787.06 * (entry will be at the minimum point and the rate of remuneration may be adjusted from time to time in line with Government pay policy.)
