The Network Operations Unit

Within ComReg, the Network Operations Unit is responsible for, among other things: providing technical expertise in relation to key areas of electronic communications network operations.

The team is responsible for:

  • evaluating the resilience, security, performance and integrity of operators’ networks;
  • managing and collating the reporting of network incidents across all electronic communications networks and services areas; and
  • liaising with State and International agencies, as appropriate, on matters related to network incidents network resilience, network performance and network security.

The team also works across ComReg organisationally, supporting regulatory activities (both policy and compliance) by:

  • providing technical expertise on network operations topics, on both fixed and radio electronic communications networks and services (ECN and ECS), number independent interpersonal communications services (NI-ICS) and connected devices.
  • providing technical advice to internal stakeholders on existing and emerging network technologies to support policy and compliance decisions.
  • managing and delivering various key technical projects and programmes.
  • measuring and analysing the performance of operators’ networks by using operator supplied data, simulation tools and direct measurement techniques, as necessary.
  • working with industry, research bodies and other state and European based public bodies to evaluate the impact of emerging technology in the telecommunications eco-system and the regulatory challenges these emerging technologies may present.

The Role

The network operations specialist will be responsible for the following areas and tasks:

  • Providing technical expertise on the operations of mobile and fixed networks, including but not limited to:
  • Network incidents;
  • Network risk and resilience;
  • Network performance; and
  • Network monitoring.
  • Providing technical advice internally within ComReg on existing and emerging network technology.
  • Leading the project and service management of key programs within the unit.
  • Providing governance to key outsourcing partners, including effective stakeholder engagement strategies.
  • Demonstrable experience in, advancing existing, and implementing new procedures and processes, in order to support the network operations unit work programme.
  • Providing accurate analysis of network statistics, network coverage and other operational data.

 

Qualifications and Experience

Essential experience/knowledge

  • An Honours degree, third level qualification or significant relevant experience, in science, technology, engineering or another equivalent area/s;
  • Demonstrable experience in a network operations environment;
  • Ability to quickly analyse multiple sources of information and draw accurate conclusions based on the information presented;
  • A proven track record of continuous professional development, including learning and applying, new methods and technologies;
  • Experience working within or leading the delivery of projects;
  • Experience working with internal and external stakeholders to deliver projects.
  • A broad technical knowledge of current and emerging communications technologies;
  • Excellent communication skills, honed through previous career experiences.

Desirable

  • Experience of providing strategic direction in a technical environment.
  • Experience and knowledge of ECN and ECS, NI-ICS and connected devices;
  • Experience of providing governance to outsourcing partners and service providers.
