We are seeking a pro-active, experienced analyst, eager to learn and contribute within the Postal Regulation team and to the wider Retail and Consumer Services Division. Reporting to the Manager, Postal Regulation Operations, you will be part of a small team actively involved in the development and implementation of postal regulation and other regulatory functions in the Retail Division as appropriate.

Our role is to ensure that communications markets operate in the interests of end-users and society. Through effective and relevant regulation, we facilitate the development of a competitive communications sector in Ireland that attracts investment, encourages innovation, and empowers consumers to choose and use communications services with confidence.
Our Retail and Consumer Services Division has several different functions including Consumer Care, Consumer Policy, Retail Compliance, Consumer Engagement, Dispute Resolution and Postal Services regulation. The Retail Division is at the forefront in protecting, informing and empowering consumers so that they can choose and use communications services with confidence.
Our Postal Regulation team is responsible for the regulation of postal services in Ireland. The team consists of up to 5 people working together with the rest of the Retail team. The work plan for the next two years is set out in ComReg’s Postal Strategy Statement 2022 – 2024. In particular this includes a number of projects involving analysis and reporting on postal regulatory and operational information and data.
As a Postal Operations Analyst, you will be a versatile, proactive and curious analyst with a proven application of strong research, analytical and evaluation skills. You will be keen to make a contribution and add value to the Postal Team and the wider Retail Division.
Designation of universal postal service provider(s):
Provide assistance to the review of the designation of universal postal service provider(s), with particular focus on postal operations and efficiency analysis.
Universal Postal Service obligations and conditions:
Review of the universal postal service obligations and conditions, with a particular focus on postal operations.
Compliance monitoring:
Monitoring of compliance of the designated universal postal service provider(s) legal and regulatory obligations in providing the universal postal service.
Quality of Service:
Monitoring of the designated universal postal service provider’s performance on quality of service for single piece universal postal service mail and preparing annual publications on the monitor results. Where required, assisting on procurement engagements of independent Quality of Service Monitor Operators, and ongoing contractual matters.
Real Mail Study:
Analysing the ‘Real Mail Study’ reports for Quality-of-Service purposes, including against other available mail volume information.
Derogations from provision of Universal Postal Service:
Reviewing applications from universal postal service provider(s) for any derogations from providing the universal postal service.
Representing ComReg:
Representing ComReg on sub-group(s) of the European Regulators Postal Group (“ERGP”).
