ComReg Overview

ComReg is the statutory body responsible for regulating fixed and mobile communications, postal and premium rate services in Ireland. Our mandate is to create a competitive marketplace, to protect and inform consumers, and to encourage innovation. ComReg also manages Ireland’s radio spectrum resource on behalf of the State.

This will be an exciting time of growth for ComReg, as our mandate expands and we take on new statutory responsibilities arising from EU legislation including: the Network and Information Systems (NIS2) Directive, the Critical Entities Resilience (CER) Directive – addressing cybersecurity and network resilience – together with the EU Data Act and the EU AI Act.

ComReg’s mission is to implement effective regulation that supports the delivery of widespread, modern, and resilient digital infrastructure, including communications networks, products, and services which, ultimately, benefit users.

Wholesale Division

The Wholesale Division within ComReg works to progress competition in electronic communications markets. Specifically, it analyses markets, introduces regulation with a view to improving levels of competition and reducing barriers to entry, and monitors compliance with market regulation.

Within the Wholesale Division, the Pricing Team is responsible for setting and monitoring the prices of regulated products in the telecoms and broadcasting sectors. We also monitor regulated activities through the review of Separated Accounts.

Wholesale Pricing team members work on multi-disciplinary project teams often including external consultants. Each project requires the drafting of public consultations and decisions which constructively present relevant financial and economic rationale & principles, and often involve developing, updating, and implementing pricing/cost models.

The Role and Responsibilities 

Reporting to the Head of Wholesale Pricing, and working closely with Pricing Team Managers, you will provide subject matter expertise in the following areas;

  • Leading the research and application of regulatory/economic principles and methodologies for Wholesale Pricing as applicable to regulated telecom and broadcast services
  • Design and implementation of best practices to ensure Wholesale Pricing documentation and pricing/cost models are robustly prepared and efficiently delivered
  • Deliver pricing inputs or analysis on policy/regulatory issues at project and cross-Divisional level and drive a culture of knowledge sharing within the team.
  • Engaging and interacting with internal and external stakeholders – in particular, working with other team managers to develop and deliver the objectives of the Wholesale Pricing function.

Qualifications and Experience 

Essential 

  • Third level degree in economics or finance/accounting or engineering or equivalent.
  • Previous experience of managing, developing or implementing network costing or pricing methodologies.
  • Proven knowledge of economic regulation in Ireland / Europe.

Desirable 

  • Experience in drafting or reviewing public consultation documents in a sector specific. regulator or governmental organisation.
  • Experience in developing, reviewing or using pricing/cost models for Telecoms and/or Cloud based Services.
  • Knowledge of Telecoms and of the European and National telecommunications regulatory framework.
