Market Framework Division and the Product Safety Unit

Market Framework is the division within ComReg which is responsible for Market Surveillance in respect of the Electromagnetic Compatibility (EMC) and Radio Equipment (RE) Regulations.

ComReg has recently established a dedicated Product Safety Unit within its Market Framework Division. This is a market surveillance, product compliance and enforcement unit with both the technical expertise and capability to:

  • monitor and control the entry of relevant products into the State through engagement with relevant economic operators (including manufacturers, importers, distributors, wholesalers and retailers) and relevant State authorities (for example Revenue (Customs));
  • carry out product evaluations and risk assessments; and
  • as appropriate, engage with the relevant economic operators to bring about timely and effective compliance, such as requiring corrective action, product withdrawal or product recall.

The EMC and RE Regulations are particularly relevant to the role we are seeking to fill.  As the unit has recently been formed, the successful candidate will be part of an exciting journey as the unit starts to carry out its functions.  This new team will consist of the Product Safety Manager, 2 technical analyst and this policy role.

The Role

Reporting to the Product Safety Manager, the Product Safety Policy Analyst will be responsible for the following areas and tasks:

  • Working cross-functionally with internal teams on investigations, incident response and time-sensitive requests.
  • Developing and maintaining risk-based processes and procedures to ensure an effective and consistent approach to market surveillance and compliance activities.
  • Generating statistical reports for both internal and external use.
  • Conducting data analysis and drafting reports for publication.
  • Reviewing issues and making recommendations supported by detailed analysis.
  • Providing advice and support to other MSAs where practicable, through questionnaires, surveys, enquiries etc.
  • Supporting the Product Safety Manager in co-ordinating the Unit work programme.
  • Managing external consultants, advisors and other resources to deliver projects. For example, managing procurement projects, evaluating suppliers, products, and services and ensuring that deliverables are of the highest quality.
  • Ensuring IT case management systems are appropriately maintained and developed to meet the needs of the Product Safety Unit.
  • Co-ordinating ComReg’s representation at national and international fora (e.g., relevant EU meetings) and contributing to EU wide market surveillance campaigns;
  • Developing and maintaining productive relationships with relevant stakeholders (such as, other national and international Market Surveillance Authorities, EU Commission)

Qualifications and Experience

Essential

  • A relevant third-level degree from an economics, business, legal or similar discipline.
  • Familiarity with the national/EU legal framework under which ComReg operates, and/ or experience in the application of EU directives and regulations; and
  • Communicates complex information with impact and has an ability to express views and validate understanding using influencing skills to a wide range of audiences when required.
  • Experience in drafting documents for publication; and,
  • Demonstrated ability to quickly master wide-ranging and complex briefs, assimilate large volumes of information and arrive at clear, evidence-based proposed decisions.

Desirable

  • Experience in a regulatory, compliance and/or enforcement area
  • Knowledge of radiocommunication systems and radio frequency propagation
  • A practical hands-on approach to solving complex issues and delivering results in a diverse environment
  • Experience working in multi-disciplinary teams
  • Project management qualification/experience
  • Excellent presentation skills
  • Experience with Qlik Business Intelligence tool
