The General Counsel Function
ComReg is led by up to three Commissioners, and the General Counsel function sits within their office. We deliver a wide range of legal services to the Commissioners and to internal stakeholders across the organisation. Our team forms part of ComReg’s broader Legal Team, which includes a number of lawyers embedded into various project teams and divisions.
The expanding General Counsel team at ComReg is recruiting for a number of experienced legal advisors. This is an exciting opportunity for applicants from a variety of legal backgrounds who are adaptable and have the skills to work successfully as part of our growing team, and across different divisions of the organisation.
The role and responsibilities
The primary role of the Senior Legal Advisor is to support the projects and the general functions of the Commission and in particular the Commissioners’ area. The role will involve assimilating complex legal and factual situations and providing legal advice and assistance as required. This may involve managing relationships with external legal advisors.
You will support the Commission in fulfilling its legal requirements, and provide practical, solution-focused advice on a range of issues: legislative, organisational and regulatory.
If successful, you will input to the development of policy and strategy across all areas within ComReg’s remit. You will work within a dynamic multi-disciplinary environment, which includes business analysts, industry experts, engineers, accountants, and economists.
This role reports to the Head of Legal in the General Counsel’s area and is offered on a full-time permanent basis.
The Senior Legal Advisor will:
• Provide clear, concise, practical and strategic legal advice to inform and guide the Commission and its staff by identifying the key legal issues, process and procedural requirements, the available options, and the associated legal risks
• Ensure ComReg complies with its duties and responsibilities as a public body
• Work with cross-divisional teams and provide necessary legal advice and assistance
• Draft public documents such as consultations and regulatory instruments including decision instruments and legislation
• Provide analysis and input on any proposed National or EU legislation impacting ComReg
• Identify requirements and advocate for new or changed legal powers for ComReg where necessary
• Contribute to organisation-level legal and regulatory policy issues
• Liaise with external stakeholders including legal staff and others in government departments, public bodies, national regulatory authorities, and international bodies as required
• Contribute to legal best practice within ComReg
Qualifications and Experience required
Essential
• Be enrolled and admitted as a Solicitor or Barrister in the State
• 6+ years post-qualification experience or equivalent experience and competence as in-house counsel, as a legal advisor to a regulator or industry body, or in a law firm/ as a practising barrister
• Experience in areas of law relevant to one or more of the following:
• Proven ability to operate collaboratively at all levels of an organisation providing accurate and timely advice on a variety of legal topics
Desirable
• Knowledge or experience of electronic communications and advisory experience in the sector and/or experience in other regulated sectors
• An understanding of the policies which underpin sector-specific regulation
• Experience in transposing legislation and tracking legislative developments
• Experience advising on procurement and/or commercial contracts
• Experience in drafting and/or reviewing all aspects of public consultation papers and regulatory decisions
• Advising public bodies on their duties in areas such as FOI and AIE
• Advising boards or public bodies on corporate governance
• Experience of working within multi-disciplinary teams
• Experience of operating at a management level including briefing senior management

Our Package
We are offering an attractive package:
• Salary €85,376.53 to €106,737.05* (entry will be at the minimum point and the rate of remuneration may be adjusted from time to time in line with Government pay policy.)
