The Wholesale Products Team

The Wholesale Products team’s key responsibilities include the oversight of the development and maintenance of Wholesale Regulated Access Products (‘RAP’) in regulated markets and solutions arising from symmetric obligations i.e. obligations applying to all operators. The team engages with the telecommunications industry on issues concerning from the development, supply and maintenance of Fixed Networks products and services. The scope of the Wholesale Products team responsibilities is continuously developing in alignment with the ongoing evolution of telecommunications technologies and regulation.

Role and Responsibilities

Reporting to a Wholesale Products Senior Manager the Senior Telecommunications Technology Strategist will have responsibility for:

• Monitoring, documenting and sharing insights on technology evolution and its potential impact on regulated markets and related obligations.

• Keeping abreast of the evolution of European regulations in particular with regard to telecommunications network products and services and leading knowledge sharing in the Products team and broader Wholesale Division.

• Utilising their expertise and insights as key inputs for strategic thinking and practical implementation regarding both symmetric regulation and Wholesale Regulated Products (‘RAPs’) in regulated markets.

• Providing advice on technical engineering matters relating to Wholesale access and other relevant matters, and procuring and managing the provision of external advice, where required.

• Leading the knowledge sharing of technology and regulation within the wholesale products team and the broader Wholesale division.

• Leading the Wholesale Products team’s analysis of key elements relevant European Regulations and implementing key elements of such Regulations.

• Reviewing issues arising in the Irish telecommunications market and making recommendations supported by detailed analysis.

• Liaising with relevant stakeholders including industry, other National Regulatory Authorities (‘NRAs’) and the European Commission.

• Co-ordinating with a wide group of ComReg specialists including legal, economic, financial and engineering staff to achieve objectives.

• Supporting the analysis of regulated markets, including the preparation and drafting of ComReg consultations.

Qualifications and Experience

• A degree in a telecommunications related area or similar. However, candidates with strong telecommunications background, will also be considered.

• Strong work experience in a telecommunications operator, telco networks vendor, cloud service provider or consultancy environment in a technical engineering role.

• Experience in participating in and leading multi-disciplinary teams.

• Demonstrable strong analytical skills.

• Demonstrable experience of working in a process-based environment.

Desirable Qualifications & Experience:

• Experience in a regulatory role.

• Insight into and understanding of current emerging telecommunications regulations.

• Practical project management experience.

• Practical knowledge of cloud and data architectures.

• Excellent written and verbal communications skills, with experience of preparing accurate technical and persuasive documents for external and/or internal audiences.

The knowledge and skills required include but are not limited to the following:

• Good understanding of the technologies pertaining to Fixed Telecommunications Networks.

• Ability to work on own initiative and to deadlines/milestones.

• A capacity to foster a positive working relationship with colleagues and external stakeholders; to work in multi-disciplinary teams.

• Abstracts and communicates complex technical information clearly and concisely

• Ability to influence at multiple levels of an organisation

We are offering an attractive package:

• Salary €85,376.53 to €106,737.05* (entry will be at the minimum point and the rate of remuneration may be adjusted from time to time in line with Government pay policy.)
