SII Radio Engineer

Reporting to the Manager, Spectrum Intelligence and Investigations, the Spectrum Intelligence Radio engineer will play a key role in driving ComReg’s work in spectrum intelligence.

Spectrum Intelligence and Investigations Unit

Within Market Framework, the Spectrum Intelligence and Investigations Unit (“SIIU”) is responsible for ensuring the integrity of the spectrum resource. Work within the SIIU is divided into three work streams:

  1. Radio frequency interference investigations
  2. Radio spectrum monitoring
  3. Compliance and enforcement.

To assist in the investigation of interference to licensed spectrum and to facilitate spectrum monitoring analysis ComReg has recently invested in a modern state of the art Radio Frequency Monitoring Network (“RFMN”). The RFMN will greatly enhance ComReg’s capabilities to proactively monitor the use of Irelands radio spectrum national resource and intervene where appropriate in the case of Illegal or non-compliant broadcasts.

The new RFMN will comprise of fixed remote monitoring stations deployed at strategic locations throughout Ireland and mobile vehicle mounted monitoring stations capable of accessing more remote areas or being deployed at special events. All stations fixed and mobile, will form part of a single network that can be managed and controlled centrally or locally as needed.

We are looking for an ambitious, driven, pragmatic graduate or post-graduate with a background in engineering, science, mathematics or other relevant discipline to join our team.

The Role

Reporting to the Manager, Spectrum Intelligence and Investigations, the Spectrum Intelligence Radio engineer will play a key role in driving ComReg’s work in spectrum intelligence. This will include;

  • Assisting the ongoing rollout of the RFMN system including site selection and survey for planned future stations
  • Assist the commissioning and feature implementation for existing stations on both an individual station and network wide basis
  • Assist with Antenna and other hardware assessments trials and selection for planned upgrades to stations, both fixed and vehicular
  • Conducting baseline measurements of priority spectrum bands to build an accurate picture of current noise floors, spectrum occupancy, spectrum usage and licence compliance
  • Assisting with the development and implementation of reporting and statistical functionality on the RFMN system
  • Assisting Field engineering staff in conducting of Radio frequency Interference investigations
  • GIS mapping of relevant datasets to facilitate interference investigations, spectrum monitoring and compliance and enforcement actions

All relevant training will be provided.

Successful candidates will also be required to:

  1. Accompany field engineer staff in order to develop a full understanding of the work undertaken by SII
  2. Undertake climbing and 4×4 vehicle training
  3. Occasionally work flexible hours where necessary

Qualifications and Experience

Essential

  • A diploma or degree in engineering, science, mathematics or other relevant discipline
  • Demonstratable analytical skills and attention to detail
  • Good written and verbal communication skills
  • Excellent team working skills
  • Be willing to work flexible hours and undertake extensive field work
  • Have mast climbing and rope access certification or able to complete these training courses if offered the role

Desirable

  • A full clean Class B drivers licence
  • Experience of statistical analysis and reporting
  • GIS, experience in gathering, mapping, analysing and presenting GIS data
  • Experience in undertaking radio measurements in the field, using Spectrum analysers, receivers, DF antennas
  • Ability to draft technical reports
  • Ability to internalise complex technical concepts and explain to non-technical audiences
