Systems Development Manager

We are looking for a highly-motivated, exceptional, qualified and experienced individual to actively engage in the development and support of ComReg’s IT infrastructure, information services and web applications.

The IT team are located in the Corporate Services Division (CSD).  This Division develops and implements corporate affairs and communications strategies designed to enhance organisational effectiveness. CSD provides key support to all Divisions across ComReg in the areas of Human Resources, Finance, Information Technology, Public Relations, and Facilities Management.

The successful candidate will work in a team of approximately 10 IT professionals split through different operational functions.

The Job

Reporting to ComReg’s Head of IT, the primary role of the IT Systems Development Manager is to lead on the Design, Development and Delivery of Systems introduction and systems development projects that are led or supported by the IT Function.  The role will work with 2 direct IT Systems Development Engineers along with service partners to maintain a best practice pipeline of system development, adoption and maintenance that delivers high value to ComReg.

Role description:

  • Lead a team of ComReg and service provider resources
  • Analyse and prepare detailed functional system specifications for the development of newly defined applications or enhancements to existing systems; providing detailed specifications to achieve required changes
  • Assist with User Acceptance Testing on new applications or enhancements to existing system, liaising with and insuring users acceptance of change
  • Ensure all project and technical documentation relating to projects is maintained
  • Programme manage the delivery of projects of technical change using project management methodologies, tools and processes
  • Business process mapping – identify and coordinate business requirements with internal and external teams.
  • Work with and manage external service providers to identify and deliver best practice business process solutions
  • Public procurement and contract management related to ComReg IT Systems

Qualifications and Experience

Essential

  • Technical Degree to bachelor level or other related third level qualification
  • Relevant experience leading IT programmes with IT Project Managers and external Service Providers
  • Current recognised Project Management Certification e.g. Agile, PMP, Prince2
  • Experience of aligning IT solutions with business needs
  • Strong technical background with a desire to learn and develop others
  • Strong ability to manage planning on multiple simultaneous workstreams
  • Systems integration & development experience
  • Solid understanding of development lifecycles, methodologies, quality metrics
  • Strong investigative and demonstrable project management experience
  • Knowledge of or experience with contributing to IT orientated solutions to business needs and requirements
  • Experience working with or understanding of large data handling environments including management information

Desirable

  • Up-to-date with recent trends in technology and how web services and web applications can be used to strategically support business functions
  • Experience implementing modern workplace and ERP solutions
  • Knowledge of the technology needs and business processes of a regulatory body, including licensing systems, issues management systems and spectrum management
  • Previous exposure to bespoke IS solutions and have 3 years’ experience in a similar role
  • Knowledge of ISO standard operating environment
