Strategy & Economics Analyst

The role of the Analyst is to assist in the analysis of various policy and regulatory issues relevant to ComReg’s role and to support ComReg’s various business functions in developing best practice in the areas of responsibility within Strategy and Economics. Given the nature of the role in analysing policy and regulatory issues a specific focus will also be on the management, processing and analysis of data and in supporting the wider organisation in adopting best practice in these activities through a defined Data Strategy framework. Initially reporting to the head of Data Strategy and Analytics, the Analyst will support the Strategy and Economics team in this regard. The Analyst may also be involved in specific key projects being led by the Director for Strategy and Economics and other projects relating to ComReg’s various activities.

 The Strategy & Economics Unit

This role is based in the Strategy & Economics function of ComReg, which is led by the Director – Strategy and Economics. The Strategy and Economics function resides within the Commissioners’ Office and the principal areas of responsibility are:

  • The Strategic Planning process;
  • Research;
  • Data Strategy and Analytics;
  • Economic Advice and professional leadership of economics; and,
  • International Activities.

In practice these five distinct roles operate in a complementary and overlapping fashion.

The Job – Analyst

Initially reporting to the head of Data Strategy and Analytics, the Analyst will support the Strategy and Economics team in this regard.

The Analyst may also be involved in specific key projects being led by the Director for Strategy and Economics and other projects relating to ComReg’s various activities.

The key accountabilities of the Analyst are to:

  • Support the deliver high quality policy and research outputs, involving the use of quantitative analysis techniques, policy analysis, data collection and analytics, document reviews and presentations.
  • Ongoing maintenance of key dashboards created to support the organisations goals.
  • Support the planning and implementation of various projects, including developing project plans, monitoring project progress and updating with project stakeholders.
  • Support various projects by contributing to various organisation-level regulatory policy issues, primarily by participating in cross-Divisional projects and meetings led by the Director for Strategy and Economics;
  • Be a key contributor to driving data led story telling in the organisation.
  • Support and assist other business teams in developing appropriate analysis and analytical capabilities for use in regulatory decision making; and
  • Ensure appropriate processes are in place for data collection, validation, analysis and reporting in line with ComReg’s various data standards and policies.
  • Additionally, the Analyst will play a key role in supporting the Director of Strategy and Economics in meeting the objectives of the function. This role will also support the Wholesale Division with admin duties when required by the Director of Wholesale.

Qualifications and Experience

Essential experience/knowledge

  • Significant work experience, including experience working with data in a multidisciplinary environment.
  • Previous admin support experience
  • Excellent qualitative and quantitative analytical abilities, including the ability to make reasoned judgements based on available information.
  • Proven experience in supporting the delivery of projects, in an individual and team capacity.
  • Good analytical skills, with a solid practical background in the application of quantitative and qualitative analysis within a regulatory environment.
  • Experience in storytelling with data.

Desirable

  • Experience working with Data Analytics or Business Intelligence platforms or tools.
  • Experience in data analysis processes based on agreed organisation standards and policies.
  • Experience of working in the telecommunications or similarly regulated industry, whether in a governmental organisation, consultancy or corporate entity.
  • Presentation skills.
  • Previous public sector work experience.
